When Did the Messenger of Allah ﷺ Establish a Civil State?!

Mahmoud Al Junaid, newly appointed on 05/11/2019 as Deputy Prime Minister for the “National Vision for the Modern Yemeni State”, disclosed for the first time the term ‘civil state’, where he stressed in a meeting with the Ministers of Transport Zakaria al-Shami, the local administration Ali al-Qaisi, and the civil service Idris Al-Sharajbi, on Tuesday 19/11/2019, that “the rapid response of institutions to implement the directives of the President of the Supreme Political Council reflects the keenness to fight corruption, enhance transparency and proceed with building a civil state free from corruption and corrupt persons,” Al-Thawra Daily Newspaper in Yemen reported on Wednesday 20/11/2019.

For nearly a year, the Houthis have been using the term “modern state,” giving hopes for their followers that the Qur’anic path will only establish a state governing by Islam. They remained silent on the term civil state since the issuance of the draft vision on 29/01/2019 until its approval by the political council on 26/03/2019, and its continued promotion in various media, preferring to use the word ‘modern state’. This is the first time that an official spokesman discloses about the Houthis intention to establish a civil state, in a clear unequivocal way.

A civil state is a Western ruling term that denotes a state where religion has no place in its provisions, legislation and laws. Rather, it excludes and leaves religion to individuals to freely follow a religion or not. This is what is seen by those who read the Vision endorsed by the Supreme Political Council. It is the right of the people of Yemen who will be ruled by the civil state to wonder: Did the Messenger of Allah ﷺ, whose birth date was celebrated recently, establish a civil state when he arrived in Madinah, in culmination of the victory given to him by the Ansaar in the second pledge of Aqaba?! Or did he establish a state ruling by Islam?

Does it not matter to you nor make you feel sinful the fact that the plan for the establishing a civil state in Yemen has been revealed in the month of Rabbi’ al-Awwal, only days after your celebration of the birth of the Messenger of Allah ﷺ, that you have disobeyed him, or has the Messenger of Allah ﷺ specified you with a command to establish a civil state at the end of times?! You and your predecessors who ruled Yemen are racing in evil and the exclusion of Allah’s law!

The commands of Allah (swt) have come clear in the matter of ruling in Islam. He (swt) says: وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ “So rule between them by that which Allah hath revealed.” [Al-Ma’idah: 48], and He (swt) also says:  فَاحْكُم بَيْنَهُم بِمَا أَنزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ عَمَّا جَاءَكَ مِنَ الْحَقِّ“So rule between them by what Allah has revealed and do not follow their inclinations away from what has come to you of the truth.” [Al-Ma’idah: 48], and He (swt) also says:  فَلْيَحْذَرِ الَّذِينَ يُخَالِفُونَ عَنْ أَمْرِهِ أَن تُصِيبَهُمْ فِتْنَةٌ أَوْ يُصِيبَهُمْ عَذَابٌ أَلِيمٌ“So let those who would go against His bidding beware, lest a [bitter] trial befall them [in this world] or grievous suffering befall them [in the life to come].” [Al-Noor: 63]. The Messenger of Allah ﷺ also warned us of following those who have given us the civil state when he ﷺ said: «لَتَتَّبِعُنَّ سَنَنَ مَنْ كَانَ قَبْلَكُمْ شِبْرًا بِشِبْرٍ وَذِرَاعًا بِذِرَاعٍ حَتَّى لَوْ دَخَلُوا جُحْرَ ضَبٍّ لَدَخَلْتُمُوهُ» قالوا: اليهود والنصارى؟ قال: «فَمَنْ؟» “You will follow the ways of those nations who were before you, span by span and cubit by cubit (i.e., inch by inch) so much so that even if they entered a hole of a mastigure, you would follow them.” We said, “O Allah’s Messenger ﷺ! (Do you mean) the Jews and the Christians?” He said, “Whom else?”

The civil state is a secular state in which legislation is not for Allah and does not rule by what Allah has revealed, it is a pessimist evil and a tyrant and none of it is part of Islam. It is forbidden to adopt it, apply it and call for or demand or support it. The Khilafah is the ruling system in Islam, which was taken away from the people at the end of the First World War. So we call unto the people of Yemen to work with Hizb ut Tahrir to establish it (the Khilafah) and abolish the civil state, which is being driven by the West in the Yemen of Emaan (belief) and wisdom.
