Enough of the Man-Made Laws of Democracy, Muslims need the Second Khilafah on the Method of Prophethood!

Speaking at a flag-hoisting ceremony to commemorate the country’s 71st Independence Day at Islamabad’s Convention Centre on 14 August 2017, Pakistan’s president said, “It is ironic that the system in line with our temperament could not be fully developed.” He added, “Since creation of Pakis¬tan, we have done different experiments with systems of government. But why have we been unable to find uniformity in such affairs?” And he said, “Nowadays some circles are raising questions about the suitability of the present system. It is good to think about national matters, but while doing so it is necessary that such matters should be seen in the right perception.”

As usual the President is pointing to the problem, but providing no solution. How can he when he is committed to the cause of the problem itself, Democracy? There is no irony that there is no “system in line with our temperament”. It is part of the colonialist plan to ensure the Islamic Ummah is never ruled by Islam. The British colonialists were terrified after the 1857 Jihad that the Muslims, supported by the Hindus, would restore the centuries-long former dominance of Islam over the Indian Subcontinent. So the British stirred up sectarian conflict, as part of their divide and rule policy.

Then, after the Muslims nobly sacrificed to liberate part of their lands as a state, established in the name of Islam in 1947, the colonialists have ensured that they have been denied Islamic ruling ever since, by ensuring that man-made laws of Democracy prevailed. This is why we have been unable to find uniformity in such affairs, because that which we hold dearest to our hearts, Allah (swt) and His Messenger (saaw), collides with the laws that are implemented upon us.

Whether it is basic, real or true Democracy, Democracy is the rule of the majority opinion, regardless of its wholesale contradiction with the commands and prohibitions stipulated in the Quran and Sunnah. Democracy can only increase our problems and hardships, bringing us harm in this life and the Hereafter. Allah (swt) said,

(وَمَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنكًا وَنَحْشُرُهُ يَوْمَ الْقِيَامَةِ أَعْمَى)

“Whosoever turns away from My Reminder, verily, for him is a life of hardship, and We shall raise him blind on the Day of Resurrection.” [Surah Ta-Ha: 124].

So is it any wonder that “some circles are raising questions about the suitability of the present system”? Moreover, the President is wrong to say that it is only “some circles.” The advocates of the Khilafah (Caliphate) will confirm that the Muslims of Pakistan as a whole are now turning their backs on Democracy and looking to Islam as a state and constitution as a way out of the decline we have suffered for seventy years.

Stop Foreign Colonialist Contact, not Merely Foreign Funding

On 16 August 2017, the Election Commission of Pakistan (ECP) rejected Pakistan Tehreek-i-Insaf’s (PTI) appeal to halt the election body’s proceedings on the foreign funding case, issuing the party yet another “last chance” to submit its full financial records — this time by September 7.

There are reservations regarding foreign influence on local politics for decades. Funds buy tongues and so the political decision making is compromised by foreign interests.

However, we must address the elephant in the room, which is the continual contact by military and civilian rulers with the colonialist officials. This is buying influence with just a hand shake, smile or photo opportunity. It is this foreign influence that has enslaved Pakistan for seven decades to colonialist interests. So initially, the colonialists tolerated the Muslims carving out a state as a sanctuary from occupied India, because they saw that a smaller state is easier to influence.

Then from the time of Ayub Khan, the United States used foreign contact to get Pakistan to threaten India so that it would be beaten into the US camp. In its endeavours to win over India, it ensured limited wars for determined outcomes and even accepted the division of Pakistan in 1971. Then the US exploited Pakistan to push Soviet Russia out of Afghanistan. And when the pro US BJP finally wrested control of India from anti US Congress, the US exploited Pakistan in a different way. Now, US exploits Pakistan to curb Muslim resistance to the US forces in Afghanistan and the Indian occupation of Kashmir. All this is made possible through contact with the foreign officials, whether it is US Congressman, Senators, Pentagon and State Department officials, as well as CENTCOM generals.

The elephant in the room will never be addressed until we have the Khilafah on the Method of the Prophethood. As Hizb ut Tahrir has adopted in its Introduction to the Constitution, in Article 189, “States with whom we do not have treaties, and the actual imperialist states, such as Britain, America and France, and those states that have designs on the State, such as Russia, are legally considered to be belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them.” And in the same article’s Clause 4 it has stated, “States that are actually belligerent states, such as Israel for example, a state of war must be taken as the basis for all dealings with them. They must be dealt with as if a real war existed between us – irrespective of whether an armistice exists between us or not – and all their subjects are prevented from entering the State.”

Islam Secures the Religious Rights of its Citizens in a Way that the West Never Has or Can

US Secretary of State Rex Tillerson alleged on 16 August that religious freedom was under attack in Pakistan, where more than two dozen people were on death row or serving a life imprisonment for blasphemy. He said the Pakistan government had marginalised the Ahmadiya community and refused to recognise them as Muslim. “It is my hope that the new prime minister and his government will promote interfaith harmony and protect the rights of religious minorities,” said Secretary Tillerson while releasing the annual US report on religious freedom for 2016.

The West is not in a position to lecture Muslims regarding those who do not believe in the foundations of the state, yet choose to be citizens of it. Despite the concept of the Islamic Ummah holding a great deal of importance in Islam it did not however make it the basis for citizenship (At-Taabi’iyyah) within the Islamic State. So, unlike the secular state, Islam only stipulated as a condition, loyalty to the State from the one holding the citizenship, rather than belief in the creed of the state. The possessor of the Taabi’iyyah includes everyone who resides in the Daar of Islam and in the Islamic State on a permanent basis whether he is Muslim or non-Muslim.

Everyone possessing the Taabi’iyyah is from the subjects of the Islamic State and they are those whom the State is not permitted to differentiate between in matters of Hukm (Rule and governance) and in regards to the looking after of the affairs. For that reason the Muslim living outside of the Islamic State does not enjoy the rights of the one who carries the Taabi’iyyah (citizenship) of the Islamic State whilst the non-Muslim residing within the Islamic State enjoys the rights of the Taabi’iyyah (citizenship). This applies to the Christians, Jews, Mushrikeen and the Ibn Murtadeen (progeny of the Apostates), such as Qadianis (Ahmadiyya).

Allah (swt) said,

(وَإِنْ أَحَدٌ مِنَ الْمُشْرِكِينَ اسْتَجَارَكَ فَأَجِرْهُ حَتَّىٰ يَسْمَعَ كَلَامَ اللَّهِ ثُمَّ أَبْلِغْهُ مَأْمَنَهُ ۚ ذَٰلِكَ بِأَنَّهُمْ قَوْمٌ لَا يَعْلَمُونَ)

“And if any one of those who associate partners with Allah (swt) seeks your protection then grant him protection so that he may hear the speech of Allah. Then deliver him to his place of safety. That is because they are a people who do not know” (Surah At-Taubah 9: 6).

Compare Islam’s treatment of those who retained their religion under the Islamic State from the Indian Subcontinent to Africa, to the Western treatment of the original inhabitants of the Americas, who were massacred and then confined to “reservations” within their own lands of origin.

Furthermore, Islam provides for the practice of the religion in a way that the secular Western state never has. Allah (swt) said,

(لَا إِكْرَاهَ فِي الدِّينِ قَد تَّبَيَّنَ الرُّشْدُ مِنَ الْغَيِّ)

“There is no compulsion in respect to the Deen. Verily the right path has become distinct from the wrong path” (Surah Al-Baqarah 2: 256).

In the words of the German Orientalist Sigrid Hunke said in ‘The sun of the Arabs shines over the West’: “The Arabs did not force the conquered peoples to embrace Islam and so the Christians, Zoroastrians and Jews who met with the most heinous and terrible forms of religious intolerance before Islam, were now all permitted and allowed without any obstacle or hindrance to practise the rituals of their religions.

The Muslims left for them their houses of worship, monasteries, clergymen and Rabbis without bringing the least of harm to them. Does this not represent the highest degree of forbearance? Where has history narrated the like of these acts? And when has this occurred (in history)?” Compare this to the treatment of the Muslims in the West, who face persecution for covering their heads, growing beards, praying and fasting.
