So do not accept anything less than the natural resources being made public: So that it is returned as a public property which is regulated by the Ahkam of Islam and not subjected to the whims of the rulers
Tunisia, the launching point of the Ummah’s revolution took the colonialists by surprise with a political awareness. An awareness that exposed and revealed the shallow vexations of political parties, the clamorous media discussions which were empty of content and the creation of the issue of terrorism amongst other distractions before the public opinion. This opinion saw this as failed attempts to blanket over the most important subject area that Tunisia still remains colonized and that there are intermediaries who are striving to maintain the continuation of our being held to ransom and the continuation of colonialism whilst attempting to secure themselves from the anger of the Ummah in Tunisia.
So it wasn’t long after the people demanded that their natural resources be returned to them when a crowd of officials, politicians and media personalities rushed to the defence of the colonial companies: So the Minister of Investment described the request of the people as ‘stupidity’ and ‘idiocy’ as if his servitude to colonialism represents ‘cleverness’ and ‘genius’! This is whilst the General Secretary of the ruling party completely denied the existence of natural resources and the Director of the Tunisian Company of Petroleum Activities denounced the notion that the natural resources be returned back to the people of the land and then contradicted himself. So on one occasion he mentions that 99% of those supervising the production are people from the land whilst at another time he states that we are not capable of managing our resources ourselves!! The (House) representatives within the Energy Committee were however the most loyal in their defence of them fulfilling their role as representatives of the colonial companies and not as representatives to the people of Tunisia. At the same time some of the media personalities appeared as if they were undertaking a task that they had been made responsible and commissioned to undertake…
As for regions of the resources, the colonialists and their agents wish to divert the subject away from its right course by employing threats and bribing loyalties or by creating unrest and strife: So in Kerkennah the British company, Petrofac, has sought to create strife and unrest amongst the people and brothers. So it has hired those with criminal records to assist them against their brothers and conducted assassinations to strike terror in those protesting whilst the police promised to open an investigation… So has the investigation in fact been opened in respect to the companies conducting assassinations alongside their acts of plundering?? In Nefzawa the company there has made efforts to generate strife amongst the families within a woeful absence of governmental presence and the dispute that arose only dissipated as the result of the efforts of those who had awareness although the subject of the plundering was forgotten as a result. In Faouar, after the people’s demand for oil was raised, hired unknown assailants burnt orchards between the two villages of Jumnah and Qal’ah with the aim of creating strife and unrest amongst the people there. In Tataouine they diverted the subject from the issue of retrieving the natural resources to demands of employment or for small allocations and crumbs left over from the plundering under the call of ‘Rewriting the contracts with new rates that they call reasonable!!!’ This has all happened and continues to happen in all areas where the resources are located utilising the very same dirty styles.
O People of Tunisia
As you know keeping the natural resources under the control of these governments and even as a ‘State property’, where it does as it pleases with them, represents a danger. Those before them were excessive in this regard and now here we have those currently in their position boasting of selling that which they don’t rightfully own from the public natural resources to plundering companies. This is whilst they promote their politics as being ‘transparent’ so that the plundering is undertaken behind the mask of laws and arguments such as the necessity to save the economy or the need to develop the internal regions.
You have also come to know that the instigation of strife amongst you and the attempt to draw the people into regional demands represents nothing more than a loop in the chain of their acts of conspiracy and diversion. This is so that the tremendous popular pressure is lessened and then diverted to the interests of the region without regard to other regions, and then it will be diverted to groups and then individuals… And you have come to know that the creation of unrest is to bring about legitimacy for the guarding of those companies which are plundering the resources of the land and Ummah by the land’s and Ummah’s very own soldiers!! They want to provide you with the choice between colonial investment of our natural resources or its suspension. For this reason make your aim one single unified aim; to remove the failing rulers who safeguard the interests of the West and its companies and work to return the resources immediately back to being a public property which is forbidden to be owned by individuals and companies. Its revenues would suffice you from having to pay the taxes that have been placed on your incomes and would be sufficient in respect to the spending related to the caretaking of the affairs including free security, education and healthcare which is obligatory to be provided and this will not be suspended or crippled. Rather it will be managed by the Khilafah State upon the methodology of the Prophethood which will establish its own plants and factories. In this way alone will their plans be caused to fail. Indeed the Messenger of Allah ﷺ took back land that he had given to the Sahaabiy Al-Abyad Bin Hammaal (ra) due alone to finding out that there was a source of minerals within it. He then immediately made it a public property and absolutely forbade its ownership by individuals. This is what must be done now at once and the plundering companies do not hold a more honourable standing in our eyes than the companion of the Messenger of Allah ﷺ.
O honourable people from amongst the judges and people of law
These are the natural resources of your Ummah that are being plundered and these are the governments that are exploiting laws and commands to facilitate and make this plundering and looting easy whilst defending these colonial companies. So do not be the tool and means for this and do not accept anything other than the laws that have emanated from your great Aqeedah of Islam which will return the rights to its possessors. So preserve the trust by it and prevent the meddling in the Ummah and its resources.
O honourable persons in the army, the guards and security
Be supporters of your Ummah’s interests and the first and foremost the liberation from colonialism and servitude. This includes returning the natural resources back to being a public property and it also includes preparing strength and munitions as the great Ahkam of Islam have made obligatory. It cannot remain like it is with the squandering rulers of today whilst they turn us into a group of beggars and even in respect to the most simple of military supplies… So never accept to be collaborators to the corrupt and squanderers or to be guards for the plundering colonialists.
O People of Tunisia, O Muslims of the revolution, O people of expertise and thinkers
You have been pained by the colonialists and the agents as a result of your awareness so do not accept their false solutions. Their attempts to distort the Ahkam of Islam and their fear-mongering of the establishment of the true Khilafah upon the path of the Prophethood represents no more than a prevention of three Ahkam which are good for us and bad for corruption and those who are corrupt. These are: The people’s choosing of a ruler who rules by the Shariah of Haqq and justice which serves the land and its people and not colonialism and its companies, the complete return of the natural resources whatever their size and quantity to being a public property and the establishing of real industry which takes us out of being held ransom to the West in respect to weapons, food and medicine. This is the Khilafah upon the methodology of the Prophethood which you love and they hate and seek to distort. This is whilst you accompanied by your awareness and determination are upon the path towards liberation, regaining your will, escaping the crisis of backwardness and subservience. Work to establish it and support it whilst Hizb ut Tahrir is alongside you and know that it will never rest until the complete liberation from colonialism and subservience has been accomplished.
يَا أَيُّهَا الَّذِينَ آمَنُوا اسْتَجِيبُوا لِلَّـهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ
“O you who have believed, respond to Allah and to the Messenger when he calls you to that which gives you life”.
