Democracy is Responsible for the Enforced Abductions of Missing Persons

As reported in Dawn, dated 12 October 2017, “A parliamentary committee on Wednesday observed that the Commission on Enforced Disappearances has failed to fix responsibility on individuals and organizations involved in enforced disappearances. ‘Many of the so-called ‘recovered’ were dead bodies. Did the commission initiate any investigation or prosecution against officials involved,” asked Senator Farhatullah Babar.’”

The enforced abduction of the Muslims by state apparatus has become a common tool in the “War on Terror” in Pakistan. In this American project, Pakistan’s rulers have used an iron fist in quashing the voices of Islam loving Muslims, whether it is through introducing various draconian laws or by abducting them. This is all in a bid to put fear into the hearts of Muslims to suppress the call for Islam. There have been many initiatives including a crackdown against Islamic groups including Hizb ut Tahrir, closure of hundreds of madrassas, arrest, abduction and torture of thousands of Muslims, restriction of Islamic activities in the universities and enforcement of secularism. In the case of Naveed Butt, the Official Spokesman of Hizb ut Tahrir in Wilayah/ Pakistan, he has been missing since May 2012.

Democracy gives the right of legislation to the rulers, whereby they can introduce whatsoever laws which may suit the interest of their American masters. How can any commission deliver on justice, when it is formed under Democracy, which secures the American objectives? How can any such commission hold rulers responsible for giving free license to the security apparatus for enforced disappearances, when the same rulers form such commissions? So it is no surprise that such commissions either buy more time for the rulers or even defend state oppression, rather than being a voice for its victims in their hearings.

Such state oppression of Islam not only reflects the regime’s intellectual bankruptcy but also reveals that it is about to fall soon, as it colliding with centuries old Islamic concepts and sentiments. Indeed, no government over Muslims can survive when it starts suppressing Islam on foreign dictation, seeking to eradicate the over-whelming public opinion which binds Muslims together. In Islamic ruling, an accused is innocent until proven guilty, so abducting or arresting someone based on suspicion is out of the question. The Khilafah (Caliphate) is not a police state that governs by force, exercising persecution, abduction and torture of its citizens who have been given rights by their Creator (swt). It earns the loyalty of all the citizens, regardless of race or school of thought, by governing by that which they hold dearest, Islam, reassuring them by providing the evidences from the Quran and Sunnah for all that is implemented. In its Introduction to the Constitution, Hizb ut Tahrir has adopted Article 13, “In essence, one is innocent. No one should be punished without a court ruling. It is absolutely forbidden to torture anyone and whoever does this will be punished.”

 

Pakistan’s Rulers Throw a Rope to the US as it Sinks in Afghan Quagmire

Representatives of Pakistan, Afghanistan, China and the US gathered in Muscat on 16 September to rejuvenate the stalled Quadrilateral Coordination Group (QCG) working to restore peace in Afghanistan. It was seen as an attempt to set the ball rolling for the four-state forum that has been inactive for over a year now. Foreign Secretary Tehmina Janjua, US Assistant Secretary of State Alice Wells and Afghan Deputy Foreign Minister Hekmat Khalil Karzai led their respective delegations. The resumption of four-way talks also underlines the US interest in reviving the stalled mechanism for engaging the Taliban, according to diplomatic observers in Washington. “By agreeing to participate in a process that aims to resume talks with the Taliban, the Trump administration is also showing that it’s not entirely focused on the military option,” a diplomat told the Dawn Newspaper. “We were encouraged, just this week, with General Bajwa’s visit to Afghanistan… he had very good meetings with Afghan leadership. Our leadership was engaged in those meetings as well,” Chairman Joint Chiefs of Staff Gen Joseph Dunford told the US Congress recently.

The fate of the United States in Afghanistan, the graveyard of the empires, would have been that of Soviet Russia, abject humiliation, had it not been for the intervention of Pakistan’s rulers. So, when the United States occupying forces faced strong resistance from the tribal fighters, Pakistan’s rulers opened a second front against the tribal fighters within Pakistan, creating a war of Fitna that was aimed at dampening the Jihad against the crusader forces. Then when the United States opened Afghanistan to India in another attempt to quell Jihad, Pakistan’s rulers limited their responses to India to face saving and image building, rather than effectively challenging the Indian advance. And now when the United States, with a shattered economy and demoralized troops, seeks to shore up a political settlement to secure as much of a presence as it can, Pakistan’s rulers mobilize to herd Taliban into the maze of negotiations. And we can add, that unlike Soviet Russia which is a regional power, the United States had no hope of even entering the region from an ocean away were it not for the bases that Pakistan’s rulers provided.

Alliance with the United States is a one sided relationship, with the US as Pakistan’s master. Pakistan is exploited to further US objectives, repeatedly incurring huge losses to its economy and security. The real game changer is looking outside of alliances with hostile state. It is about fully benefiting of the fact that the current Muslim states are in origin part of a single Ummah. RasulAllah ﷺ established a single state for the Ummah, with a single currency, treasury and armed forces. It had a shared purpose in the world and no borders between its regions. It was the basis for the Khilafah Rashida that expanded to cover three continents. And it was the basis of the Khilafah which in later times was the world’s leading state for six centuries. It is time we became our own masters. It is time for Khilafah, not alliances.

 

Pyramid of Corruption is the Bitter Fruit of Democracy, so Establish Khilafah

A National Accountability Bureau (NAB) team arrived in London on 18 October 2017 to record statements of some ‘important witnesses’ and collect evidence of the Sharif family’s Avenfield properties. According to a NAB official, the team included members of the bureau’s combined investigation team that had prepared four corruption and money laundering references against ousted Prime Minister Nawaz Sharif, his sons Hassan and Hussain, daughter Maryam and son-in-law retired Capt Mohammad Safdar, and one reference against Finance Minister Ishaq Dar for having assets beyond his known sources of income.

The Prime Minister in Democracy is simply the head of a pyramid of corruption. Every candidate in Pakistan dreams of not only winning the elections, but of getting some ministry as well, especially the ministries where there are opportunities for corruption, such as water, power, agriculture, health, railways and forestry. So, after winning the elections, members of the same party are seen competing with each other to gain control over lucrative ministries in the provinces and the center. Policy is implemented at the level of the relevant ministry, under the authority of its minister. If at the national level, a mega project is approved, a minister approaches relevant companies for the installation of the projects. At that time, these companies try their level best to please the minister, because having any big project means huge profits. So, for the approval of different tenders, the ministers are offered bribes and kickbacks which feed the pyramid of corruption.

Unlike Democracy, in the Islamic Khilafah, the public representatives neither have ministries nor any kind pf development funds because the construction and repair of roads, street lights, water and sewerage system and parks are the responsibility of the public facility departments. It is the primary responsibility of the Walis and Amils to be aware of the resources and the needs of the area and they must fulfill them without any delay, with the assistance of the Majlis of the Wilayah. The Khilafah Rashida is the standard for us as Muslims. Islam has strict laws for the accountability of the ruler over his wealth. If his assets are more than his sources of income, then this proof is enough for the confiscation and for this misappropriation no additional proof is required. Umar bin al-Khattab (ra) used to calculate the wealth before and after designating a person to the position of a Wali. If any of his Walis was found to have excess, then either he used to confiscate the additional wealth. He used to distribute it among the people or deposit it in the Bait-ul-Mal. Abdur Rahman bin Abdullah Abu Qasim al-Misri mentioned in his book “Opening of Egypt and Morocco” that Ameer ul-Mummineen Umar (ra) sent Muhammad bin Muslimah to Amr bin al-‘Asas and wrote, “I have sent Muhammad bin Muslimah al-Ansari to you to distribute the wealth that is in excess to your resources, so submit your wealth- may peace and blessings of Allah be upon you.” Then Amr bin al-‘Asas presented his wealth which Muhammad bin Muslimah distributed and returned.
