The regime has been grossly negligent in its responsibility to secure the people from harm by ignoring the root cause of barbaric attacks in Pakistan, the vast American intelligence and private military network. It is this “Raymond Davis network” that gathers intelligence, plans, trains and funds the misguided and ignorant to undertake sophisticated attacks in even the most sensitive and well-guarded places. Yet, despite numerous resolutions, known collectively as the “National Action Plan,” the regime did not undertake a single action against the hostile Americans on our soil, whether it is rounding up the American spies and assassin trainers for trial, or depriving them of their bases within the residential areas and military cantonments, or closing their fortresses that are disguised as an embassy and consulates. Thus, the current rulers of Pakistan have shown that they have no sincerity for the people even, though RasulAllah صلى الله عليه وسلم warned,
«مَا مِنْ عَبْدٍ يَسْتَرْعِيهِ اللَّهُ رَعِيَّةً يَمُوتُ يَوْمَ يَمُوتُ وَهُوَ غَاشٌّ لِرَعِيَّتِهِ إِلَّا حَرَّمَ اللَّهُ عَلَيْهِ الْجَنَّةَ»
“There is no servant whom Allah gives charge over a people and he dies while he is cheating them (by neglecting their affairs), Allah will make Jannah unlawful for him.” [Muslim].
Adding to their criminal neglect, traitors within the political and military leadership have committed to great treachery against the Muslims, their lands, their armed forces and their political rights granted by their Deen, for they are working to curb resistance to America’s occupation of Afghanistan, as well as her dangerous foreign presence within Pakistan.
As for the treachery against the sanctity of the Muslims’ lands, it is in the form of measures to prevent Jihad against the occupying American forces in Afghanistan, under the banner of preventing “terrorism.” Previously the regime claimed to distinguish between those who attacked Pakistan and those that attacked the American occupation. However, now, the regime has declared them all as one and has ordered them all to be stopped, no longer distinguishing between the lowly murderer of children and the noble mujahid fighting in the way of Allah against the Western crusaders. On 17 December 2014, Prime Minister, Nawaz Sharif, declared, “There will be no distinction between good and bad Taliban. The nation will continue this war with full resolve till the elimination of the last terrorist.” This is despite the severe condemnation from Allah سبحانه وتعالى and His Messenger صلى الله عليه وسلم for abandoning the duty of Jihad in the path of Allah سبحانه وتعالى. Allah سبحانه وتعالى said,
يَا أَيُّهَا الَّذِينَ آمَنُوا مَا لَكُمْ إِذَا قِيلَ لَكُمُ انْفِرُوا فِي سَبِيلِ اللَّهِ اثَّاقَلْتُمْ إِلَى الْأَرْضِ أَرَضِيتُمْ بِالْحَيَاةِ الدُّنْيَا مِنَ الْآخِرَةِ فَمَا مَتَاعُ الْحَيَاةِ الدُّنْيَا فِي الْآخِرَةِ إِلَّا قَلِيلٌ
“O you who have believed, what is [the matter] with you that, when you are told to go forth in the Path of Allah (Jihad), you adhere heavily to the earth? Are you satisfied with the life of this world rather than the Hereafter? But what is the enjoyment of worldly life compared to the Hereafter except a [very] little.”
(Surah At-Tawba 9:38)
And RasuAllah صلى الله عليه وسلم said,
«مَا تَرَكَ قَوْمٌ الْجِهَادَ إِلا عَمَّهُمُ اللَّهُ بِالْعَذَابِ»
“No people that abandoned Jihad except that Allah encompassed them with punishment.” [Tabaraani]
As for the treachery against the Muslims’ armed forces, not only does the regime prevent the armed forces from fulfilling their duty of Jihad to end the Western occupation in Afghanistan, it orders the armed forces to engage in operations in the tribal regions, in support of the occupying forces, under the banners of “alliance” and “strategic cooperation.” On 23 December 2014, the Chief of Army Staff, General Raheel Sharif met commanders of the Afghan National Army (ANA) and the International Security Assistance Force in Afghanistan (ISAF) and reaffirmed commitment to joint operations to eliminate all tribal fighters. An ISPR statement on the meeting said, “Both leaders (ANA and ISAF chiefs) assured their full support in fight against terrorism and eliminating terrorists on Afghan soil.” Moreover, the American blood money, from the Coalition Support Fund, comes with a condition that the crusaders will both review the effectiveness of the operations and scrutinize the killing. Thus, the regime commits to burn our armed forces as fuel for America’s collapsing crusade, even though Allah سبحانه وتعالى,
إِنَّمَا يَنْهَاكُمْ اللَّهُ عَنْ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَى إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ وَمَنْ يَتَوَلَّهُمْ فَأُوْلَئِكَ هُمْ الظَّالِمُونَ
“Allah forbids your alliance with those who fight you because of your Deen, and drive you from your homelands, or aid others to do so: and as for those who turn to them in alliance, they are truly oppressors.”
(Surah al-Mumtahina 60:9)
The treachery against the Muslims’ right to account the rulers includes measures to silence them under the banner of stopping the “sympathizers of terrorism.” So, any Muslim who raises his voice against the American Raj, or calls the people for the implementation of Islam or praises Jihad against the kuffar enemy occupying forces is now to be persecuted harshly and prevented from access to the media. The Interior Minister, Chaudhry Nisar Ali, declared on 21 December, “Nobody can be allowed to glorify terrorists through media.” Thus, in the gloom of chaos and misery, the regime seeks to stamp out those who are beacons of light and guidance for the people. This is even though RasulAllah صلى الله عليه وسلم commanded enjoining the good and forbidding the evil as a duty, whose neglect has dire consequences. RasulAllah صلى الله عليه وسلم said,
«وَالَّذِي نَفْسِي بِيَدِهِ، لَتَأْمُرُنَّ بِالْمَعْرُوفِ، وَلَتَنْهَوُنَّ عَنِ الْمُنْكَرِ، وَلَتَأْخُذُنَّ عَلَى يَدِ الظَّالِمِ، وَلَيَأْطِرُنَّهُ عَلَى الْحَقِّ أَطْرًا، أَوْ لَيَضْرِبَنَّ اللَّهُ قُلُوبَ بَعْضِكُمْ عَلَى بَعْضٍ، وَلَيَلْعَنَنَّكُمْ كَمَا لَعَنَهُمْ»
“By the One in Whose Hands my soul lies, you must enjoin the good and you must forbid the evil, and you must seize the hand of the oppressor and you must confine him to the truth, or Allah سبحانه وتعالى will strike your hearts one against another and curse you as he cursed them (Bani Israeel).” [Tabaraani]
O Muslims of Pakistan!
The National Action Plan is a plan of inaction against your enemies. Worse, it is a plan to allow your enemies to strengthen an American Raj against you. In obedience to America, the regime seeks to suppress your desire for Islam, spread fear amongst you and halt your march towards the return of Khilafah to Pakistan. Your duty is to work for the establishment of the Khilafah, declaring clearly by your very actions that you fear none but Allah سبحانه وتعالى. Allah سبحانه وتعالى said,
إِن يَنصُرْكُمُ اللَّهُ فَلاَ غَالِبَ لَكُمْ وَإِن يَخْذُلْكُمْ فَمَن ذَا الَّذِى يَنصُرُكُم مِّنْ بَعْدِهِ وَعَلَى اللَّهِ فَلْيَتَوَكَّلِ الْمُؤْمِنُونَ
“If Allah helps you, none can overcome you; and if He forsakes you, who is there after Him that can help you. So in Allah (Alone) let believers put their trust.”
(Surah Aali-Imran 3:160)
O Officers of Pakistan’s Armed Force! O Sons of Khalid bin Waleed!
Your responsibility is not that you safeguard the traitors in the military and political leadership who are collaborating with the Western colonialists to strengthen America’s Raj in Pakistan. Know that your duty is to protect Islam and the Muslim lands and to assure that nothing but Islam is in authority. Today, there is no Khilafah in the world by which to challenge the American criminal brutality and unify the Muslims as a single powerful state. We call upon you to give Hizb ut-Tahrir the Nussrah (material support) so we can be ruled by nothing but Islam, through the Khilafah State, which will lead you in Jihad in the path of Allah سبحانه وتعالى against our enemies, seeking victory or martyrdom, and this is the true success. Allah سبحانه وتعالى said,
إِنَّ اللّهَ اشْتَرَى مِنَ الْمُؤْمِنِينَ أَنفُسَهُمْ وَأَمْوَالَهُم بِأَنَّ لَهُمُ الجَنَّةَ يُقَاتِلُونَ فِي سَبِيلِ اللّهِ فَيَقْتُلُونَ وَيُقتَلُونَ
“Indeed, Allah has purchased from the believers their lives and their properties, for the price that theirs shall be the Paradise. They fight in the Path of Allah (wage Jihad), so they kill and are killed.”
(Surah At-Tawba 9:111)
