At a time of plotting against the blessed revolution of ash-Sham to abort it, and at a time that Western projects have begun to dissolve the Palestinian cause and its jewel, Jerusalem, as well as its blessed Al-Aqsa, and at a time that the Ummah has started to recognize its path towards dignity, unity and revival with the return of its Islam and the return of the Khilafah, the Jordanian government presented its draft of what it calls “Prevention of Terrorism Act” to the Jordanian Parliament. Within this act it redefined terrorism and expanded the crimes legally punishable under this name, to include the enrollment or even the attempt to join any armed group or terrorist organizations, or recruiting or trying to recruit people to join them, and training them for this purpose, both inside or outside Jordan.
Actions classified as terrorist acts by this law are: the use of an information system, the Internet database or any means of publication or media or the establishment of a website to facilitate terrorist acts; the support of groups, organizations or associations that commit acts of terrorism; the promotion of their ideas; their financing. Even the attempt to (illegally) change the constitution and further points were added to the list. In consequence, anyone striving to change this bitter reality from whose fire people and land suffer is criminalized, and the mouths enjoining good and forbidding evil are forcefully silenced.
This law is only an episode in the series prepared and planned to stand between the Ummah and its cultural project, represented in the Islamic Khilafah, feared by the West and all enemies of the Ummah. It is the attempt to return the Ummah to the house of humiliation, from which it exited against oppression, corruption and tyranny without return, Inshallah. They plan for the country and its people to remain under the dominance of the Kaffir West and its international institutions, led by the United Nations, the IMF and the World Bank, which made the people of Jordan taste woes, from hardship of living, expensive prices, fighting in the livelihoods, stealing money and forcefully silencing them. It is to the extent that the proposed act will hold people accountable for their ideas and opinions, and even their demand to support the people of ash-Sham and the liberation of usurped Palestine and its holy sites. It is a criminalization of the promotion of virtue and prevention of vice, which Allah has enjoined upon the Ummah and to which He has linked the Ummah’s goodness:
كُنتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنكَرِ
“You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrong”
(Ali-Imran: 110)
The Ummah is eager for the day of honor, after having lived under the yoke of capitalism for a long time, which submitted it to peril. The Ummah has begun to regain confidence in itself and its capabilities, to return to be the best Ummah. After America and the West realized that the time of their eradication and the eradication of their dominance has come, they bared their teeth and ordered their agents brutality against anyone who works or even speaks to himself of resistance against the Western powers and resistance against their project in and view of the region. It is impossible for them or their agents to turn back time, because the lion has awakened from his slumber and will return to be a just, merciful master to a world which America and the West filled with injustice and oppression.
Accordingly, we in Hizb ut Tahrir call upon Muslims in general and the people in effective positions in particular, to work to prevent passing this law, which was prepared to fight all those calling for resistance against the occupation and the expulsion of the Jews from the blessed land, and to fight those struggling to establish the Islamic State, even through peaceful means.

We invite you to work with Hizb ut Tahrir for the re-establishment of the Khilafah State, the state that obeys the orders of your Lord, which will return to you the power to terrorize your enemy, which will take care of your affairs according to the provisions of the Deen that has been favored for you by Allah. It will achieve your honor in this world and great reward in the Hereafter. Therefore, answer the order of your Lord!
Allah سبحانه وتعالى said:
وَلْتَكُن مِّنكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِ وَأُوْلَـئِكَ هُمُ الْمُفْلِحُونَ وَلاَ تَكُونُواْ كَالَّذِينَ تَفَرَّقُواْ وَاخْتَلَفُواْ مِن بَعْدِ مَا جَاءهُمُ الْبَيِّنَاتُ وَأُوْلَـئِكَ لَهُمْ عَذَابٌ عَظِيمٌ
“And let there be [arising] from you a group inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful. And do not be like the ones who became divided and differed after the clear proofs had come to them. And those will have a great punishment.”
(Ali-Imran: 104-105)
