On 16 May, the Kyrgyz service of Radio Liberty reported: “A meeting of the secretaries of the security councils of the SCO member states was held in Bishkek. The press was not allowed to meet. After the meeting, General Secretary of SCO Vladimir Norov and Secretary of the Security Council of Kyrgyzstan Damir Sagynbayev briefed the journalists on the issues discussed at the meeting.

Damir Sagynbayev said that cooperation documents had been signed, and an agreement was reached on creating a single global anti-terrorist front: “The parties noted that the world’s factors of instability and uncertainty are increasing. The risks associated with the escalation of conflicts in a number of regions are increasing. The participants condemned terrorism in all its forms and manifestations. The emphasis on the inadmissibility of interference in the internal affairs of states under the pretext of countering terrorism and extremism is placed.”

Comment:

The SCO was formed in 2001 by China and Russia. Such organizations are formed in order to preserve the influence of the large countries in the territories under their control. For example, there are Central Asia and Siberia between China and Russia. These are huge territories in which Muslims live not so long ago they lived according to Shariah law, in accordance with the orders and prohibitions of the Almighty Creator.

After the collapse of the USSR, the peoples of these countries began actively to awaken, the false independence of these countries did not bring the expected results, and therefore Muslims began to gather in different groups in order to fight against the colonialists and free themselves from slavery of Taguta and tyranny, and live according to the laws of Allah.

If we look at the main objectives of the organization of the SCO, we note that it is the strengthening of stability and security in a wide area uniting the member states, the fight against terrorism, separatism, extremism, drug trafficking, the development of the economic cooperation, energy partnership, scientific and cultural interaction.

That is, the SCO uses slogans to combat terrorism and extremism in the fight against the Muslims of these countries. And therefore, we see that almost all Islamic Jamaats are outlawed and persecuted by the authorities of the members of the SCO countries. As the American researcher Edward Lemon, who studies the problems of security, terrorism, religion and migration in Central Asia, noted that 79% of Kyrgyzstan’s laws and 56% of Tajikistan’s laws on terrorism and extremism are copied from the Russian laws.

We want to note that from the very beginning of its existence, the SCO has paid particular attention to the fight against Hizb ut Tahrir, which was repeatedly mentioned in the official media. More recently, in April 2018, the SCO Regional Antiterrorist Structure stated that it would create an algorithm to combat Hizb ut Tahrir, Deputy General of the Federal Security Service of Russia General of the Army Sergei Smirnov told reporters. “In our opinion, Hizb ut Tahrir is the most dangerous from the point of view of its actions and its propaganda,” said S. Smirnov.

Using the idea of “fighting terrorism and extremism,” as everyone already knows, this is a tool designed by the United States to intervene in the policies of other countries and thus establish its hegemony.

The recent concerns of the SCO countries about the strengthening and activation of terrorism and extremism, is partly due to the US activity in the region and the desire to intervene in the policies of Central Asian countries in order to promote their plans in the region. That was stated in the message of Damir Sagynbayev: “The emphasis on the inadmissibility of interference in the internal affairs of states under the pretext of countering terrorism and extremism is placed.”

In particular, we can say that after the death of I.Karimov, the new president of Uzbekistan decided to weaken the tough policy of isolating the country from the West and the United States, so as not to allow their influence in regional politics. Sh. Mirziyoyev, not understanding the threat to the policy of Russia and China emanating from the insidious and greedy ambitions of the United States, decided to build bridges with the West, and thus let in the region of the tentacles of a giant colonizer.

Russia and China are worried about the activity of the West in this direction, and they don’t want to allow the US to penetrate their region and lose its sphere of influence, that is why the SCO holds frequent meetings using the slogans of countering terrorism and extremism by issuing new laws and agreements in this area.

The peoples of Central Asia remain trapped in the colonialist countries and continue to suffer from the oppression of Taghut and tyranny. For Muslims in this region, the only correct solution is to join the political party Hizb ut Tahrir to revive the Second Righteous State of the Khilafah (Caliphate) according to the method of Prophethood.
