On 07/09/2018, the Imam of a Mosque named “Aminah”, in the city of Tashkent, the capital of Uzbekistan, Fadhluddin ibn Shehabidin Birbiyoyev released a condemnation. In his condemnation, he called upon the President of Uzbekistan Shavkat Mirziyoyev to ensure the right of freedom of religion. What led this Imam to this move; according to him, is the unprecedented oppression practiced against the Muslims!
On 15/08/2018, a bill was signed with regards to “the Uzbekistani governmental procedures in providing high school students of the public institutions with the public school uniforms.” It was announced by the Deputy Prime Minister Aziz Abed Al-Hakimov on Facebook. This bill paved the confirmation of the system on “the forms of modern school uniforms in general for the high school students in public institutions and organizing the ability to provide the modern school uniforms for the high school students in public institutions.” Article #9 of this system states that “students must be enter an educational institution without a head cover…” meaning that female students are banned from wearing a Khimar! This article led to an uproar by the Muslims! So this Imam released this condemnation; while residing in the mosque’s Mihrab, and called upon the President of Uzbekistan Shavkat Mirziyoyev to ensure the right of freedom of religion!

Fadhluddin ibn Shehabidin Birbiyoyev condemned – who is the Imam of Aminah Mosque in Tashkent – from the Mihrab of the mosque to the President of Uzbekistan Shavkat Mirziyoyev. What pushed the Imam to make this unprecedented move is “the oppression practiced against the Muslims.” Fadhluddin ibn Shehabidin Birbiyoyev is complaining especially about the sanctions against the Khimar and the beard. He said that he is one of the Imams of the mosques chosen from amongst 86 other Imams who hold a PhD in order to efficiently benefit from the young personnel as an initiative of the President, and that only one month passed from serving in Aminah Mosque as an Imam, and a preacher but he already lost his calm since coming. He said: “We all know that the freedom of religion is guaranteed in the constitution.” He also said that Islam orders men to sport a beard and women to wear a Khimar. According to him, the oppression against the Muslims because of the beard and the Khimar destroys the trust of the people in their President. He called upon President Mirziyoyev to stop this oppression and ensure the right of freedom of religion. Before this occurred, the Imam was delivering the Jumaa speech where he criticized the decision of the government in banning the Khimar in schools, and he called upon the Muslims to complaint about this decision to the President. According to him, Muslims must obey the laws of the democratic government, and the government must play its role in ensuring the right of freedom of religion. On the 7th of September, other mosques’ Imams concurred to the decision of the government in their Jumaa speeches! Fadhluddin addressed the scholars who are siding with the President that none of them are reminding the President that Judgment Day is definitely coming and that the state of the scholars who are not showing the righteous path will be very detrimental, and he said that he gave this condemnation while risking his life. Fadhluddin also said that Islam does not make us scholars like Imam Bukhari and Imam Tirmidhi if certain things from Islam are abandoned. In addition, he said that he is far away from the theory of establishing an Islamic State and that who said that we can build an Islamic State, which means that he is way behind in time, but I’ll be the first one to ask him: Which time do you live in?!”
Freedom Radio also broadcasted the news of this condemnation. This is some of what was reported by journalist Siraj Uddine Islam from Freedom broadcast in Prague: “It wouldn’t be a mistake if we said today on social media there’s only one topic being discussion. This guy who’s 32 years old released something very interesting which almost broke social media. He released a condemnation to the President of Uzbekistan through a video. Actually, from his mosque after Jumaa prayer, he criticized the policy currently enacted in Uzbekistan with regards to the religion and the religious people. He actually criticized this policy in public. The Imam of Aminah Mosque in Tashkent, Fadhluddin ibn Shehabidin Birbiyoyev accused the Department of Security in facing off with the people through the President, and this accusation occurred today, on the 7th of September in his condemnation which he addressed to the President of Uzbekistan Shavkat Mirziyoyev, where this Imam claims in his condemnation that freedoms of religion in Uzbekistan are being violated. Fadhluddin ibn Shehabidin Birbiyoyev acknowledged that President Shavkat Mirziyoyev achieved positive accomplishments in many domains, including the religious domain as well. So he; meaning the Imam, celebrated the opening of Islamic universities, Islamic academies, Islamic research centres, and the removal of more than 16 thousand religious extremists from the “black list” which formed in the era of ex-President Karimov. However, he says that these positive accomplishments lasted only until the Quran competition was held only once! Rather, after the competition, most of the participants were exposed to oppression and call into police stations for unjustified questioning, which led to the spread of fear mongering amongst the people… Fadhluddin ibn Shehabidin Birbiyoyev who is from the city of Andijan, studied in the Islamic University of Medinah Munawwarah from 2005 to 2011. Afterwards, he studied in an Islamic academy called Imam Bukhari in Tashkent from 2012 to 2016… Will he be punished or will his claim be accepted positively? This is what is being analyzed by the government officials who occupy the high positions, especially President Mirziyoyev himself! According to the statement of The Freedom journalist, the condemnation of Fadhluddin ibn Birbiyoyev occurred in a time where complaints are intensifying in Uzbekistan due to the sanctions imposed on the Khimar of female students after the government generalized the public school uniform…”
Fadhluddin Birbiyoyev was fired from being the Imam of the mosque after releasing his condemnation! Nowadays, his father is suffering from immense pressure from the Department of Security and the Department of Religion! The scholars of the Sultan, in other words the agents of the regime, resorted to outcries, making noise, and accusing Fadhluddin Birbiyoyev of spreading false rumors! For example, the representative of the Religious Management of the Muslims in Uzbekistan Nour Uddine Khaliq Nazroov accused Fadhluddin Birbiyoyev with lying, creating riots, and terrorism!
According to the BCC Uzbekistani website, on the 12th of September during the meeting of the Religious Management of the Muslims in Uzbekistan, Mutfi Othman Khan Alimov and the rest of the Imam’s mosques accused Fadel Uddine Birbiyoyev with not thanking the government! The General Imam Linahiya Yunus Abad Rahmat Allah, the reciter of the sword of Al-Dinov, also rebuked Fadel Uddine who was protecting the Khimar and the beard! This is not strange at all! This is because those are the agents who sold their Akhira for the Dunya of others!
The BCC website released on YouTube released the following news as well:
“In the International Islamic Academy in Tashkent, 4 female students who expelled when they refused to take off their Khimar, and 60 other female students face the following choice: Either to take off their Khimar or risk being expelled from the Academy!”
On one of the social media platforms, the mother of one of these students is crying and complaining about the pressure of the government on her due to the Khimar of her daughter! This injustice is the direct result of implementing the laws of the disbelievers. This is because Kufr does not have anything apart from evil! The republics in Middle Asia are Islamic countries, and Uzbekistan is one of the most important and the biggest among them. These republics contain massive resources such as petrol, gas, gold, and others. The residents of these republics are majorly Muslim.
The Western countries, headed by America, Russia, and China, do not want the Muslims to arise based on Islam; because it poses as a great threat on the interests of these countries and it puts an end to the greed of the disbelieving colonialists. Therefore, the West uses their various demonic tactics to stop the Muslims from referring to their Deen. The regime in Uzbekistan is merely implementing these tactics. The decision of the Uzbekistani government with regards the clothes of the female public school students is one of these demonic tactics.
The agents of the regime from the “scholars” of the Sultan resorted to commending the decision of the government!
As for us, we say to Fadhluddin Birbiyoyev and his likes from the scholars: You have to realize that democracy is the regime of Kufr, and America is the head of terrorism! The West, headed by America, does not want for the Muslims anything except evil. The disbelieving colonialists from the West and America do not care about anything except for their interests and do not care about looting the resources of the people; especially that of the Muslims, and keeping these people under the injustice of colonialism! These agent rulers are merely implementing the orders of their masters in the capitals of the West, America, Russia, and China! Those disbelieving colonialists only want the Muslims to become disbelievers! وَلَن تَرْضَىٰ عَنكَ الْيَهُودُ وَلَا النَّصَارَىٰ حَتَّىٰ تَتَّبِعَ مِلَّتَهُمْ “And never will the Jews or the Christians approve of you until you follow their religion.” [Al-Baqara: 120].
We say to the agents of the regime, headed by the Director of the Religious Management for the Muslims in Uzbekistan Mufti Othman Khan Alimov: Fear Allah and do not buy the verses of Allah for cheap! What will you say tomorrow when you face Allah! Will your positions, which the tyrant placed you in, rescue you from the painful punishment of Allah?! Do you accept to see the decency of the female Muslims being trampled on while you remain like silent Satans? Fear Allah and say only words of appropriate justice!
Tomorrow by Allah’s Will the Khalifah Rashid will cut the hands of the disbelievers, the oppressors, and the tyrants who laid their hands on the Khimar of the female Muslims! The decency of the female Muslims must be protected! The Khilafah Rashidah (rightly guided Caliphate) will retrieve the resources of the Ummah which were looted by the disbelieving colonialists to the Muslims, and kick out the disbelieving colonialists back to their countries, that is if they will still have a country!
وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللَّهِ يَنصُرُ مَن يَشَاءُ وَهُوَ الْعَزِيزُ الرَّحِيمُ
