Foreign Funding Harms Pakistan’s Education, Khilafah is the Need of the Time

The World Bank is likely to approve financing of $200 million to assist the Higher Education Commission (HEC) to develop the tertiary education sector in the country, reported Dawn dated 16 July 2018. HEC has outlined its own vision to develop the tertiary education sector which lists the problems, analyzes international trends and takes lessons from earlier reforms which presents an opportunity for the World Bank to approve the financing of $200 million for the project, which will cost $1,180 million in total.

The HEC relying on foreign funds for its plan for development of tertiary education exposes the government continuous failure to address the poor education facilities in Pakistan. Since the inception of Pakistan, successive governments have failed to provide adequate funds for education, which is evident in that Pakistan spends 2-2.5% of its GDP on education, whilst war-stricken Afghanistan allocated 4%, India 7% and Rwanda is spending 9%. A working paper on education produced by USAID in 2011 highlighted that about 37% of the public schools in Pakistan have no latrines, 85% have no electricity and almost 50% of these schools in rural areas lack clean drinking water. Such a poor state of basic education infrastructure pushed Higher Education commission into the lap of foreign institutions for funds for its tertiary or Higher education plans. Foreign funding is used as an opportunity by the colonialist powers to design an education system for the people of Muslim world, to change and secularize their mindset, which further aggravates problems. Furthermore, Western education grants are used for teacher training and student scholarships which contribute to a “brain drain.” Talent leaves Pakistan and does not return as it acquires education and training that is beyond what local industry and agriculture can benefit from, as the government has failed to link research to local industrial and agricultural needs. So it is no surprise that Pakistan was ranked at 131 out of 141 countries in the 2015 report of the Global Innovation Index. Moreover, colonialist policy is to implement an education policy with the objective of severing the link of the Muslims with their Aqeedah, by promoting the concepts of secularism, liberalism, democracy, man as a sovereign legislator and other western ideological concepts. Its foundations were laid by the British during their occupation and today it is closely supervised by America, Europe and colonialist institutions such as the World Bank.

It’s high time to stand up and stop the corrupt deceptive secular agenda of the West. The Muslims must strive to re-establish the Khilafah (Caliphate) on the Method of Prophethood when Muslims excelled in education and made a huge contribution in science and technology without compromising their belief. The return of the Khilafah will raise the Ummah again as a beacon for knowledge as it was for centuries. In its Introduction to the Constitution, Hizb ut Tahrir has adopted in Article 179 of its Introduction to the Constitution, ““whatever is necessary to accomplish a duty is in itself a duty”. Libraries, laboratories and the rest of the means of developing knowledge are part of the affairs of the Ummah which the Khalifah must govern, and if he falls short he is accounted over it.” The Khilafah will restructure revenue generation according to the Shariah rules to accelerate educational progress. It will generate huge revenues from public properties, such as energy, and state enterprises such as large scale construction and manufacture of machinery. It will also refuse to pay the interest based loans from the colonialists and others, which eat a third of the expenses of Pakistan as debt-servicing. And if this were not enough to fulfill its obligations, it will seek emergency wealth taxation, only from those who can meet their basic needs and some luxuries as well, to invest in fulfilling the basic need of education in society.

 

Democracy Makes Man the Legislator Instead of Allah (swt), which is Forbidden

Former Sindh Assembly speaker Nisar Khuhro contracted only a “verbal” marriage — his third — in 2007, Khuhro’s lawyer informed the Supreme Court on 11 July 2018. A two-member bench of the SC, headed by the chief justice, was hearing the former PPP lawmaker’s appeal against his disqualification. Khuhro’s lawyer, Farooq H. Naek, claimed that Khuhro married his third wife in 2007 verbally and divorced her in 2017 — again verbally. The CJP told Naek that the law has no place for any such verbal dealings and it is necessary to legally register a marriage. He further questioned Naek on whether Khuhro had sought permission from his first wife before marrying the third, noting that the former lawmaker could be facing another legal case if he hadn’t.

On 2 March 1961, General Ayub Khan passed and signed the “Muslim Family Laws” bill through the ordinance, under which consent of the current wife was made mandatory for a second marriage. This law remains as law of the land despite being un-Islamic, even though Pakistan’s 1973 current constitution claims to be “Islamic.”  The proponents of 1973 constitution proudly claim that it is an Islamic constitution because its Article 227 declares that “no law shall be enacted which is repugnant to such Injunctions (i.e. Islamic injunctions)”. However, unfortunately they fail to understand that this article is merely a cover for laws repugnant to Quran and Sunnah. This article does not restrict the state to take laws only from the Quran and Sunnah. Instead, the default position is that any law made by the parliament is not repugnant to Quran and Sunnah until proven against it. So when ever parliament makes law, it is not bound to represent the supporting evidences from Quran and Sunnah to prove that it is only from Islam. It is because of Article 227 Interest (Riba) which is clearly forbidden in Quran and Sunnah is still under judicial review as to whether it is Haraam or Halaal.

This contradiction is taking place because the constitution of Pakistan provides the power to legislate to an assembly of human-beings, which is clearly against the commands of Allah (swt). Allah (swt) said, وَمَا كَانَ لِمُؤْمِنٍ وَلَا مُؤْمِنَةٍ إِذَا قَضَى اللَّهُ وَرَسُولُهُ أَمْرًا أَن يَكُونَ لَهُمُ الْخِيَرَةُ مِنْ أَمْرِهِمْ وَمَن يَعْصِ اللَّهَ وَرَسُولَهُ فَقَدْ ضَلَّ ضَلَالًا مُّبِينًاIt is not for a believer, man or woman, when Allah and His Messenger have decreed a matter that they should have any option in their decision. And whoever disobeys Allah and His Messenger, he has indeed strayed in a plain error.” [Al-Ahzab:36]. That is why Hizb ut Tahrir adopted in its Introduction to the Constitution, Article 1, “the Islamic ‘Aqeedah acts as the basis of the constitution and Shari’ah laws; thus, nothing related to the constitution or to the laws is permitted to exist unless it emanates from the Islamic ‘Aqeedah.”

 

The Khilafah (Caliphate) on the Method of Prophethood is neither a Sectarian nor Nationalist State

Pakistan and Iran on 16 July pledged to further deepen their military cooperation. The top Iranian commander’s three-day trip is being attached great importance because bilateral military exchanges between Pakistan and Iran have been very rare due to their mutual mistrust that kept them divided till recently. Beginning his three day visit, Gen Bagheri visited caretaker Foreign Minister Abdullah Hussain Haroon at the Foreign Ministry and then went to the General Headquarters (GHQ) for a meeting with army chief Gen Qamar Bajwa. The public affairs division of Pakistan military said Gen Bajwa underscored the need for intensification of military-to-military cooperation and noted that such cooperation would have a “positive impact on peace and security in the region”.

The phenomenon of border tensions between Muslims is now common throughout the Muslim World, whether in South Asia, Central Asia, the Middle East or North Africa. And its origin is man-made kufr law, the Sykes-Picot agreement of 1916 which divided the Muslim Lands into nation states as a prelude to the complete 1924 abolition of the state for all Muslims, the Caliphate. It is this divide and rule policy that prevents the Muslims of all races and schools of thought from being one effective force against the real enemies, rather than bickering, squabbling and brawling amongst each other. The Khilafah (Caliphate) on the Method of Prophethood wherever it arises first, in Turkey, Egypt, Pakistan or any other place, will work to end this scourge on the Muslims of borders and national state. It is a non-nationalist, non-sectarian state which will be the leadership of all Muslims and it will work to practically unify all Muslim Lands as one state with one Ameer. Thus the Khaleefah will regard the current Muslim states as the subject of unification, for the Khilafah is a single state for all Muslims and the Ummah must hold the Khaleefah for Islam’s implementation. From the first hours of the establishment, the Khaleefah will work for the end of borders between Muslims, establishing a single armed force, a single state treasury and a single citizenry for this vast and resource rich Ummah. And Hizb ut Tahrir, the world’s only global Islamic party working for the Khilafah will mobilize with full vigour to assist the Khaleefah.

Hizb ut Tahrir has adopted in its Introduction to the Constitution, in Article 189, Clause (1), “1. The existing states in the Islamic world are considered to be part of one land and therefore they are not included within the sphere of foreign affairs. Relations with these countries are not considered to be in the realm of foreign policy and it is obligatory to work to unify all these countries into one state.”
