Osman Bakhash Speech to the Conference “The Upcoming Khilafah is the Rescuer of the World” which Tunisia banned

The Current International Situation and its Implications for the Islamic Lands

How Does the International Situation Appear Today Compared to How It Was 100 Years Ago?

– The international colonial struggle today does not differ much from what it had been at the turn of the 20th century:

– The major powers control the international stage and plan to plunder the people, enslave and colonise them or fool them and destroy them. That is because the word colonialism is misleading as it indicates development whilst the reality of the policy of colonialism is one of destruction and devastation. It does not take place except over the dead bodies of the defeated peoples whether it was in the Opium Wars that Britain imposed upon China or like the First and Second World Wars, and the wars that followed these and have yet to come to an end, wherever the colonial states greedy desires took them (Europe previously and afterwards America which inherited the European colonial inheritance). And the colonialist states always sought to justify their crimes by claiming that they were in service to humanity at times, or to spread democracy and human rights or other deceptive slogans similar to that on other occasions, whilst the last was the slogan of the war against terror which America raised high to replace the crusader war slogan that Bush raised after September 11, 2001.

– There are many details related to the struggles between the colonialist states that have had implications upon the Islamic Ummah. However the broad outline that brings together these struggles is: That at a time when there appears to be some side differences and disparities in regards to competition over the colonial cake, there is nevertheless a consensus between the states of the East and the West from China and Russia to Europe and America to prevent the return of the unity of the Islamic Ummah. And so the western states which confronted the socialist Marxist structure which led to the breakup of the Soviet Union, they have not and will never be content to accept the unification of the Muslims under the Khilafah state which will extend from Indonesia in the East to Morocco in the West.

– That is because the Khilafah State means the existence of an alternative civilizational model which will expose the flaws of the corrupt capitalist civilisation whilst presenting a lofty alternative to humanity. It is for that reason that the western states, with America in the lead, have sought to demonize Islam and the Muslims and contrived the terrorism scarecrow, which its tools created, in order to justify the launching of its military campaigns in Syria, Yemen, Iraq and Afghanistan and wherever the interest dictates. At the same time the war against terror has compelled the Muslim rulers to gather under the America cloak in order to protect their shaking thrones. And so whatever America commands they rush to implement it, whether that entails having the regimes’ police and intelligence states repress Muslims working for liberation from the western grip, or who work to promote the concepts of the western civilisation established upon the separation of the Deen from life whilst adorning the western life that is established upon the basis of attaining benefit and glorifies the following of desires and fancies. As they work extensively and intensively to distort the meanings of Islam and its concepts amongst the Muslims by launching one campaign after another to “secularise Islam” under a wide array of excuses. One such excuse is the necessity to keep up with modernity, catch up with the contemporary world as not to fall behind from proceeding along with the so-called civilisation. Another corrupted pretence and claim that Islam has sufficed itself by defining the high values for the individual and society whilst it has left the door wide open to benefit from the civilisation of shared humanity. And so there is no contradiction between democracy and Shuraa’ (consultation) or between the concepts of freedoms and the understanding of “There is no compulsion in the Deen”. Indeed, some of the Sheikhs have claimed that the western civilisation realises the Islamic values derived from what they claim of “Maqaasid Ash-Shariah” (The aims and ideals of the Shariah)!! An example of which, is the famous Fatwa related to India issued by Muhammad Abduh who is considered to be one of the pioneers of the Islamic awakening, in which he gave the verdict that the British regime in India realises the values of justice and safeguards the interests of the people, and so going to it for judgment and ruling is not a Rukhsah (special exempting permission) but rather an obligation upon the Muslims.

The observer of western politicians and their statements senses with all clarity their hostility towards Islam and the Muslims. They include the statements of George Bush, Richard Clark, David Cameron, Tony Blair, Francois Mitterrand, Manuel Valls and Silvio Berlusconi… They do not hide the resolve of their efforts to “secularise Islam” and transform it into a priestly religion which would not differ at all from Christianity and Hinduism. Explicit invitations have been issued from the major leaders calling to the need to adjust the educational curriculum and recruit religious institutions including the academies, universities and organisations such as the Azhar, the Muftis and those who follow them.

Therefore we have seen Obama giving speeches in Ankara (April 2009), then in Cairo (June 2009) and Jakarta (November 2011) all containing a fundamental message: thus from one angle he attempts to deceive the Muslims in regards to America harbours all affection for them, whilst at the same time he sent a resolute message to the rulers of the Muslims to comply with the American dictates to work to prevent the return of Islam to life. This reflects no more than a continuation of the ‘National Security’ policy that George Bush instated in September 2002, when he called for the necessity to spread the western civilisation and the concepts of democracy to the minds of the Muslims, the young and the old, with a focus upon the educational curriculums.

– And in response to Obama’s instructions for the rulers of the Muslims to confront “extremist ideas”, As-Sisi, in Egypt put forward the call for a “Religious revolution” that aims to rectify the extreme concepts existing within the depths of the Islamic references. And then the hired platforms (minbar) were quick to witness statements, interviews and articles calling to a “moderate middle-ground Islam” which attacks the thought that Islam contains a system of ruling and life whilst promoting the saying of the separation of the Deen from the state and from life in general. That is because the Deen, in their view, is personal and individualistic, restricted to the individual’s relationship with his creator, whilst free to choose to commit to the Deen and worship or to choose atheism, disbelief and misguidance. This all falls under the freedom of belief and no compulsion in the Deen.  This includes the statements that have come from the likes of Ali Jum’ah, Ar-Raisuni and others…

– And finally, that which the leaders of the Ennahda movement have come up with the first being Ghanoushi, who has explicitly called for the separation between the two dimensions of the Deen which he called Ad-Da’wiy and Siyaasiy (i.e. between Da’wah and politics). If this is not secularism, then what is?!

– Along with the promotion of such slogans and propositions it is was necessary for there to be a suitable “backdrop” that would seek to fool the regular people and so they made them flee from the fright of blind “Terrorism” which they portray in the ugliest of images and adjectives. So upon the back of explosions in Masaajid, Husseiniyat and public markets, whilst the scene is one of murder and lynching, the theatrical preparation is prepared to carry the people over to the call to eliminate “hateful blind terrorism” and to accept the poison of the western civilisation that pretends to have a deep concern for human rights and freedoms. That without taking time to pause at its black record in its colonialist wars in the old and new world, including the use of nuclear bombs which until this day America refuses to apologise for. Similar to that was its use of illegal weapons in Vietnam and before that the famous Opium War used by Britain to impose its dominance and control over China, not to mention the black record of France in its colonialism of Tunisia, Algeria and the rest of Africa… Then, after all of that, shouts are raised high from the capitals of so-called civilisation and humanity in panic and alarm from the refugees fleeing from the hell of their own colonialist policies!!

Dear Beloved,

On 11/01/2011, that is three days prior to the tyrant Ben Ali fleeing, I directed a call to our people and our beloved in Tunisia under the heading: “As for now, then to where O Tunisia?”, where I put forward the following questions:

“1 – Will these tremendous demonstrations conclude with one of Ben Ali’s collaborators being handed over the head reins?!

2 – Will matters conclude with the keeping of this oppressive man-made constitution, the articles of which were written and formulated in Europe?! Will it continue to be implemented?!

3 – Will the blood that was spilt end up being in the interest and benefit of America and Europe once again?!

4 – Will this tremendous wave of demonstrations be exploited and used to serve the interests of the local corrupt people and those who cause corruption… as what always happens following every incident or event like this within our Islamic world?!”

And on 18/01/2011, a week after my call, Hizb ut Tahrir issued a leaflet to the people in Tunisia under the heading: ‘The rule of the tyrant, Ben Ali, left secretly from the door and then returned back from the window, after all of the bloodshed!’

Drawing attention to that: “The problem does not lie in the person of the tyrant Ben Ali, but rather within the man-made system that he left behind as it is this which produces the tyrants…” and it concluded with the statement:

“Verily, the leader does not lie to his people, and verily, Hizb ut Tahrir seeks to awaken your concerns so that you respond to the call of the pure blood that was spilt during your great uprising: Verily, that blood calls you to not let it have been in vain through your silence over the oppressive man-made system over your necks… Verily, that blood calls you to uproot the western influence and its tools and agents who are imprinted with their culture within your lands… That blood calls you to respond to the call of Allah so that you establish the rightly guided Khilafah, the promise of Allah Subhaanahu and the glad tidings of His Messenger ﷺ to you, so will you respond?”

The Ennahda movement concluded its tenth conference by announcing the movement’s internal specialisation in political work and to leave the Da’wah work to civil institutions. Ghanoushi expressed his commitment to concentrate the actions of the Ennahda movement around the daily concerns of the Tunisian citizen and to move from the struggle about identity to the concern about the concerns of the people.

Consequently, this declaration by Ennahda, represents an explicit announcement upon the acceptance of the secular western structure established upon the basis of the separation of the Deen from the life and restricting the Deen to rituals and ceremonial acts of worships alone. This means nothing other than melting into the western civilisation at the expense of the Islamic Aqeedah and at the expense of the Islamic Ummah’s message that Allah سبحانه وتعالى honoured it with, by being witnesses over mankind after having described it as being the best Ummah to have been raised up for mankind.

As for us, we then see that the roots of heroism of the people of Tunisia have been imprinted in the depths of history ever since Allah Almighty honoured them with Islam. They became beacons which guide and from there the sparks for the conquest of North Africa and Andalusia were launched… And the land is known for ‘Uqbah Bin Naafi’ who sprang from it, carrying Islam to Northern Africa until he reached the shores of the Atlantic Ocean and stood before its thunderous waves saying: Had I known that there were people behind you I would have plunged into your ocean waves with the boats of my horse to conquer!

Indeed, this is the reality of green Tunisia, and like this were its sons Mujaahideen in the way of raising the word of Allah the highest and to give support and victory to His Deen.

Truly, this is the essence of the struggle taking place today:

The global western and eastern colonialism is making use of all that is has been given of power and manoeuvring to consolidate the dominance of the bankrupt materialistic civilisation over the world and to prevent the appearance of the Islamic resurgence which represents humanity’s hope to be rid of the woes and sufferings of that civilisation.

However, Allah and His Messenger refuse this except that the victory be for Islam as Allah سبحانه وتعالى promised and His Promise is the Truth:

“They wish to put out the light of Allah with their mouths and Allah refuses except that His light will be completed and even if the disbelievers detest it. He it is who has sent His Messenger with the guidance and the Deen of truth so that it prevails over all other Deens even though the polytheists hate it”

(At-Taubah: 32-33)

And the Messenger of Allah ﷺ gave us glad tidings in the Hadeeth:

«إن الله زوى لي الأرض فأريت مشارقها ومغاربها، وإن أمتي سيبلغ ملكها ما زوي لي منها»

“Allah made the eastern and western parts of the earth draw near to me to see and the authority of my Ummah will extend as far as what I was shown”.

And Allah and His Messenger have spoken the truth even if the disbelievers, hypocrites, slanderers and those in whose heart is a sickness do not desire that.
