Open Letter to the Rulers of Afghanistan,

Salaam to those who follow guidance,

Hizb ut-Tahrir is an Islamic Political Party which operates intellectually and politically in all Islamic lands with the aim of establishing the Islamic Khilafah. The party has adopted its method of establishing the Khilafah from the Sunnah of the Prophet Mohammad (saw), which includes three stages. The party has not deviated from this method ever since its establishment in 1953.

بِسْمِ اللّهِ الرَّحْمَنِ الرَّحِيمِ

[وَعَدَ اللَّهُ الَّذِينَ آمَنُوا مِنكُمْ وَعَمِلُوا الصَّالِحَاتِ لَيَسْتَخْلِفَنَّهُم فِي الأَرْضِ كَمَا اسْتَخْلَفَ الَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ الَّذِي ارْتَضَى لَهُمْ وَلَيُبَدِّلَنَّهُم مِّن بَعْدِ خَوْفِهِمْ أَمْنًا يَعْبُدُونَنِي لاَ يُشْرِكُونَ بِي شَيْئًا وَمَن كَفَرَ بَعْدَ ذَلِكَ فَأُوْلَئِكَ هُمُ الْفَاسِقُونَ ]

Salaam to those who follow guidance,

Hizb ut-Tahrir is an Islamic Political Party which operates intellectually and politically in all Islamic lands with the aim of establishing the Islamic Khilafah. The party has adopted its method of establishing the Khilafah from the Sunnah of the Prophet Mohammad (saw), which includes three stages. The party has not deviated from this method ever since its establishment in 1953.

These stages are:

1. Culturing (Thasqif): In this stage, party members learn the party’s thought and Islamic culture (thaqafa) intensely, to form the party block.

2. Interaction: In this stage, the party enters political, intellectual, non military struggle in the society so that the Ummah strongly embraces Islamic aqeeda, makes Islam the center of her thoughts and emotions and practice Islam in her life.

In this stage, the Party places erroneous ideas, concepts, emotions and actions in the society at the center of its intellectual/political struggle, and exposes colonialists’ plans in Islamic lands.

3. Establishment of the State: In this stage, the party seeks to establish the Khilafa State through asking people of power for nusrah (assistance) and ba’iah (pledge of obedience), in order to implement Islam completely in a revolutionary manner, and to spread the message of Islam to the rest of the world through Dawah and Jehad, which is the foreign policy of the Islamic Khilafah.

Hizb ut-Tahrir has recently launched its intellectual and political activities in Afghanistan, and has gained significant influence among the Muslim and Mujahid people of Afghanistan.

It is worth noting that while the Republic of Afghanistan claims to be an Islamic government, by merely labeling itself as “Islamic Republic of Afghanistan.” Hizb ut-Tahrir’s efforts to establish the Islamic Khilafah, and its growing popularity among people of Afghanistan has provoked a negative reaction of the government and rulers of Afghanistan, particularly its intelligence agency (National Directorate of Security, NDS). Consequently, the NDS has resorted to brutal, arbitrary and violent measures far from befitting Islamic values and humanitarian standards. The National Directorate of Security arrested Asadullah, son of Juma Khan, a member of Hizb ut-Tahrir, from Kapisa Province [north of Kabul, capital of the country] on 12 March 2009, and subsequently arrested another person without any legal grounds.

Although the government of Afghanistan describes itself as a staunch supporter of “freedom of speech” and opponent of all kinds of oppression and torture of citizens, Afghanistan’s National Directorate of Security has ruthlessly tortured members of Hizb ut-Tahrir in total violation of Islamic rulings, and humanitarian standards.

Allah Subahnhu wa Ta’ala has warned such people of harshest punishment in the hereafter.

إِنَّ الَّذِينَ فَتَنُوا الْمُؤْمِنِينَ وَالْمُؤْمِنَاتِ ثُمَّ لَمْ يَتُوبُوا فَلَهُمْ عَذَابُ جَهَنَّمَ وَلَهُمْ عَذَابُ الْحَرِيقِ ١٠ البروج.

“Verily, those who oppress and torture momin men and women, and do not repent from such deeds, they shall be put in the hell fire” [Al-Buruj, 85:10]

Hizb ut-Tahrir Afghanistan urges the government of Afghanistan to stop its security agencies from committing torturous and brutal measures, in violation of Islamic rulings, release members of Hizb ut-Tahrir and seek apology from the Party.

It must be mentioned that despite all the hardships, oppression, torture and illegal prosecution of its members by rulers and their so called law enforcements agencies, Hizb ut-Tahrir will not falter in its determination and resolve for establishment of Islamic Khilafah. Hizb ut-Tahrir’s members are ready to give any kind of sacrifices, and will continue to work for this cause without any fear of persecution.
