Provincial Strife Will End under the Khilafah

Dawn reported on 16 January, “The Khyber Pakhtunkhwa government is seeking full protection of its constitutional share in the fresh oil and gas finds in its area and has been asking the federal government to rectify its defaults in the implementation of the 18th Amendment for more than a year now. Sources told Dawn that the provincial government has repeatedly reminded the centre that the 18th Amendment guarantees a 50/50 split of shares in oil and gas resources to the federal and provincial governments.”

Pakistan is continuously troubled by quarrel between provinces for their share or quarrel between the federal and provincial governments. This can only be resolved by the adoption of an Islamic constitution. The Khilafah is a unitary system and not a federal system, so funding for a particular region is not decided by the population, poverty or land area alone. It is decided upon the needs of the people, which include food, clothing, shelter, education, health communications and transport. The public properties such as gas, copper and gold are resources that must be utliised for the benefit of all the citizens, Muslims and non-Muslims, rather than being given over to private foreign and local companies for personal benefit.

As Hizb ut-Tahrir has declared in its Introduction to the Constitution, in Article 16, “The system of ruling is a unitary system and not a federal system.” And in its book, The Institutions of State in the Khilafah – In Ruling and Administration, Hizb ut-Tahrir has adopted, “The finance of all the regions will be the same, as will their budget. Funds are spent equally on the affairs of the subjects, regardless of their Wilayah. If for instance, the taxes collected in one Wilayah were double its expenditure, the funds spent will be to cover the Wilayah’s needs but not according to how much tax raised. If another Wilayah’s taxes fell short of its expenditure, this would not be taken into consideration, and funds will be spent to satisfy the Wilayah’s needs from the general budget whether it raised enough taxes or not.”

Regime Must Close Foreign Hostile Embassies to Secure Peace in Karachi

On 16 February, Army Chief Gen Raheel Sharif praised Sindh Rangers for their operation against terrorists in Karachi and said the army will take whatever action is needed to achieve a sustainable peace in the city. A couple of tweets by ISPR Director General Maj Gen Asim Saleem Bajwa on the army chief’s Karachi visit said Gen Sharif had been updated by Rangers DG Maj Gen Bilal Akbar on targeted operations. “The COAS appreciated gains of operation by the Rangers, police and intelligence agencies,” said one of the tweets, adding that the army would go to any extent to support the operation to ensure peace in Karachi.

However, how far is the regime actually willing to go? It is clear that America and its agents within Pakistan’s military and political leadership ensure that Karachi burns in constant fires of rivalry. They not only secure the current colonialist, democratic system, they promote the creation of organizations on ethnicity through direct contact. In Karachi, the American consulate has in particular played a role in fueling ethnic fires as far as field as Baluchistan, using ethnic groupings found in Karachi. It has even made preparations for expanding its war of terror to Karachi. Thus, the colonialists create chaos within the city and then use it as a cover to selectively end threats to their interests, such as sincere politicians who raise their voices against America’s war on Muslims.

Islam will end the colonialist presence in Pakistan which is the cause of the unrest. Regarding the foreign hostile presence in Pakistan, the Khilafah will end it decisively and permanently by closing all American consulates, embassies, bases and deporting all of its officials. It will end all contacts with officials of foreign hostile powers to cut off any influence. As Hizb ut-Tahrir has declared in its Introduction to the Constitution, Article 189, “States with whom we do not have treaties, and the actual imperialist states, such as Britain, America and France, and those states that have designs on the State, such as Russia, are legally considered to be belligerent states. All precautions must be taken towards them and it would be wrong to establish diplomatic relations with them. Their subjects may enter the Islamic State, but only with a passport and a visa specific to every individual and for every visit, unless they become practically belligerent.” However If they become practically belligerent states i.e. they have invaded our country or occupied our land, then we shall apply the rules of practically belligerent states upon them.

End Contact of Crusader Officials with Pakistan’s Military

Pakistan’s Army Chief and Afghanistan’s President agreed on 17 February to continue coordinated operations against those fighting the American occupation from the tribal border areas. “COAS (Gen Sharif) met Afghan president, both appreciated improving relations, pledged to continue operations on respective side; won’t allow use of soil against each other,” military spokesman Maj Gen Asim Bajwa, who accompanied the delegation, tweeted on return from Afghanistan. This pledge to help protect the American occupation from armed resistance comes as no surprise, coming only a day after a senior US intelligence official met Chief of Army Staff (COAS) Gen Raheel Sharif at the General Headquarters on 16 February for discussions on intelligence cooperation and Afghanistan. “Dr Michael Vickers, US Under-Secretary of Defence for Intelligence, called on the COAS at GHQ,” an ISPR statement said.

The Muslims will continue to see their lands occupied by the Americans and their allies, the Hindu and Jewish states, unless the Khilafah is established. It is not the responsibility of the groups alone to fight the occupation, rather in origin it is the job of the armed forces. However, the current rulers take their commands from the enemy officials rather than obeying the commands of Allah سبحانه وتعالى and His Messenger صلى الله عليه وسلم. This is why despite decades of resistance by groups, Muslim Lands have yet to be purified from Kuffar occupation.

Upon the Khilafah return, the foreign hostile nations will be dealt with on a war footing. Their officials will be expelled from the country as one of the steps towards challenging and ending their hegemony. Only then will Islam will be restored to its rightful place, as a beacon of guidance for all of humankind.

وَلِلَّهِ الْعِزَّةُ وَلِرَسُولِهِ وَلِلْمُؤْمِنِينَ وَلَكِنَّ الْمُنَافِقِينَ لَا يَعْلَمُونَ

“But all might belongs to Allah and to His Messenger and the believers. But the hypocrites do not know this.”

(Surah al-Munafiqun, 63:8)

Regime Parrots Obama’s Policy of Suppressing Islam

On 18 February, Prime Minister Nawaz Sharif directed the provincial governments to implement the National Action Plan (NAP) and said that religious seminaries and organisations involved in terrorist activities should be identified and proceeded against. And on the same day in Washington, the Interior Minister spoke at the US Institute of Peace assuring the Americans that the regime is already utilising all its resources to combat the militants, who were the product of the Afghan jihad.

The regime is merely parroting the direction given to the regime by its masters in America. The regime no longer differentiates between the US intelligence and private military backed animals that kill children, women, soldiers and officers in cowardly attacks and the noble mujahideen who are fighting the American occupation in Afghanistan. Moreover, it is now also chasing those who call for the Islamic duty of Jihad against the Kuffar occupying forces. Does the Raheel-Nawaz regime expect that people just sit down when America wages terrible violence against the people, invading their lands with force and exploiting their resources? Is America to have a sole monopoly on physical force and expect no resistance ever? This is what the master of the regime, President Obama, referred to in his key 17 February Op-Ed to the LA Times in which he stated, “Our campaign to prevent people around the world from being radicalized to violence is ultimately a battle for hearts and minds.”

So, how far is the regime willing to go in suppressing Islamic commands to please the Kuffar? Considering that the Quran itself calls for Jihad against the Kuffar enemy, particularly in Surah al-Anfaal and Surah At-Tawba. It is the Word of Allah سبحانه وتعالى itself that has inspired Muslims for over fourteen hundred years to fight the enemy Kuffar with material strength, so as to rise the Word of Allah swt the highest. No doubt, inshaaAllah, the regime will fail as other deceiving tyrants have failed in the past.
