Rampant Privatization of Public and State Property Will Cripple the Economy as Long as there is No Khilafah

On 20 October the Dawn reported, “The government is reported to have increased electricity tariff for consumers of all distribution companies, except K-Electric, by about 43 paisa per unit to service about Rs147 billion bank loans ahead of the resumption of suspended talks with the International Monetary Fund (IMF) in Dubai from Oct 29.” The privatization of state and public property is one of the pillars of the economic policy initiated by the colonialists and slavishly implemented by the Musharraf-Aziz government, then the Kayani-Zardari regime and now the Raheel-Nawaz regime. The colonialists are so greedy for the Ummah’s resources in Pakistan that they have made sure successive governments maintain a separate ministry for privatization, The ministry of privatization has put a number of Pakistan’s strategic assets on the privatization list like PSO, PTCL, OGDCL, SNGPL, SSGPL, Pak Oil Field etc. and this list is growing day by day.

The privatization drive does not care for the fact that many of the assets are public properties, of immense benefit and need for the entire society. Properties such as oil, gas and electricity interests once privatized, raise immense profits for private parties, but at a terrible cost to society at wide, as people are faced with ever rising costs to line the pockets of the private owners. The privatization drive does not care for the fact that amongst industries that fall under private properties, there must be some industries where the state is either the dominant party, or in some strategic areas, such as military hardware, the only party. The privatization drive has led to financial crises as both public and the state are deprived of essential resources and immense revenue for their proper welfare and functioning. An added complication is that all too often, the private parties are actually foreign parties, whose national goals and interests are far away from ours and often at cross purpose to ours. Any government that arises in this Kufr system will continue with privatization of the Ummah’s public properties.

The only solution is to abolish the Kufr system and establish the Khilafah in its place. Islam will end the capitalist economy and establish an Islamic one. As a system Islam ensures the distribution of wealth and one of its mechanisms is the public ownership of electricity resources as well as coal, oil and gas. As such these resources are neither owned by the state nor individuals. Instead, the state administers this resource to ensure that its benefit is used for all the citizens, regardless of race, color, school of thought and religion. The Khilafah will abolish taxes upon power and fuel which have further greatly inflated their prices. It will charge only to cover their production and distribution costs, if needed, and any profit from sales to non-hostile non-Muslim states will be put to use for taking care of the public’s needs. Islam’s electricity policy will contribute to a massive industrialization of Pakistan, supervised by the Khilafah.

Raheel-Nawaz Regime’s Response to Indian Aggression across the Line of Control and Working Boundary Exposes their Blind Loyalty to America

“It is Pakistan’s firm belief that the determination of our Kashmiri brethren and collective conscience of the free world will bear fruit and their aspirations will eventually be realised,” said General Raheel Sharif while addressing passing out parade at Pakistan Military Academy Kakul.

The Raheel-Nawaz regime must answer: why does it not leave America’s war in the tribal regions to the collective conscience of the free world and the determination of the American and NATO forces, who cower before small groups of poorly armed mujahideen? Why does it not free Pakistan Army from this war of Fitna in the tribal areas so that it can liberate Kashmir and Afghanistan? No, the regime only has resolve and commitment for fighting to secure American interests.

“The commitment is to cleanse Pakistan of the scourge of terrorism once and for all. Pakistan Army is the cutting-edge of this resolve. A resolve that is currently evident in North Waziristan, where the military operation is delivering decisive results. Pakistan’s law enforcement agencies aided by intelligence agencies are also playing a commendable role in hunting down terrorists and their networks across the country,” said General Raheel on Saturday, 18th Oct 2014, Kakul. The traitors in the military and political leadership of Pakistan have it upside down. They should fight the Kuffar on the Eastern border and befriend the Muslims at the Western border.

مُّحَمَّدٌ رَّسُولُ اللَّهِ وَالَّذِينَ مَعَهُ أَشِدَّآءُ عَلَى الْكُفَّارِ رُحَمَآءُ بَيْنَهُمْ

“Muhammad is the Messenger of Allah, and those who are with him are severe against disbelievers, and merciful among themselves”

(Surah Al Fath 48:29)

The Khilafah Will Tear Down Borders between Muslim Countries

Pakistan and Iran agreed on 22 October to tighten security along their border and share intelligence to maintain peace there. Officials from border forces of the two countries met in Tehran and discussed recent incidents of cross-border firing and other issues pertaining to the border. The Pakistani delegation was headed by Inspector General Frontier Corps Balochistan Maj Gen Ejaz Shahid and the Iranian team was led by Chief of Iran Border Police Gen Qasim Razai.

The Raheel-Nawaz regime pays lip service to brotherhood and unity of Muslims and the end of sectarian and ethnic strife, yet, rather than working to smash the borders that divide Muslims, it works to strengthen and fortify them. The Khilafah is a single state for all Muslims regardless of whether they are Arab or Ajam, Hanifi or Jafari. It is returning soon inshaAllah and will have a single leadership, single state treasury, single citizenship and single armed forces. The Khilafah will work from the first day to practically unify the Muslim Lands. As Hizb ut Tahrir has adopted in its Introduction to the Constitution, Article 189, Clause 1, it has adopted, “The existing states in the Islamic world are considered to be part of one land and therefore they are not included within the sphere of foreign affairs. Relations with these countries are not considered to be in the realm of foreign policy and it is obligatory to work to unify all these countries into one state.”

Not only will the Khilafah build harmony between Muslims, it will earn the loyalty of the non-Muslims through its fair dealings. In Article 6 in the Introduction to the Constitution, Hizb ut Tahrir states: “The State is forbidden to discriminate at all between the individuals in terms of ruling, judiciary and management of affairs or their like. Rather, every individual should be treated equally regardless of race, Deen, colour or anything else.” And in Article 7 in Introduction to the Constitution, Hizb ut Tahrir states: “The State implements the Islamic Shari’ah upon all those who hold the Islamic citizenship, with no difference between Muslims and non-Muslims as follows: (a) All the rules of Islam will be implemented upon the Muslims without any exception. (b) The non-Muslims will be allowed to follow their beliefs and worships within the scope of the general system…… (f) The State will implement the rest of the Shari’ah rules and all the Islamic Shari’ah matters, such as transactions, penal codes, testimonies, ruling systems and economics among others equally upon the Muslims and non-Muslims. The State will also implement the same upon those with a covenant, the asylum seekers and all those under the authority of Islam in the same way. It implements them upon all members of society except for the ambassadors, consuls, and similar for they have diplomatic immunity.”

Good Governance of Muslims is Ruling by Islam

The Dawn reported on 24 October, “It seems that Prime Minister Nawaz Sharif has woken up to the governance issues that have been plaguing his third stint in office. The head of government has ordered all cabinet members to prepare their own departmental performance reports, detailing all the work they have done since taking charge in June last year… The PM has also convened a special cabinet meeting on Oct 28 “for the review (of) all ministers and the meeting will continue until (the) completion of this exercise”. For political input, this special sitting of the cabinet will also be attended by party chairman Raja Zafarul Haq and Secretary General Iqbal Zafar Jhagra.”

Despite this directive, the PM is fast asleep as are the other rulers in the Muslim World. The fact is that the Muslims have only known of good governance when their Deen, Islam is implemented. Today the ruling is by the whims and desires of men in parliament, rather than the commands and prohibitions mandated by Allah سبحانه وتعالى and His Messenger. Ruling by Islam is a life and death issue for each and every one us and Allah سبحانه وتعالى has warned us about the rulers who rule by other than Islam. A ruler who both denies Islam and does not rule by all that Allah سبحانه وتعالى has revealed, has been described as a Kafir. Allah سبحانه وتعالى said,

وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْكَافِرُونَ

“And whosoever does not judge by all that Allâh has revealed, such are the Kâfirûn.”

(al Mai’dah 5:44)

As for the ruler who does not deny Islam, yet still does not rule by all that Allah سبحانه وتعالى has revealed, he has been described as a wrongdoer and oppressor, liable to severe punishment by Allah سبحانه وتعالى. Allah سبحانه وتعالى said,

وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الظَّالِمُونَ

“And whosoever does not judge by all that Allâh has revealed, such are the Zâlimûn.”

(al-Mai’dah 5:45)

وَمَنْ لَمْ يَحْكُمْ بِمَا أَنزَلَ اللَّهُ فَأُوْلَئِكَ هُمْ الْفَاسِقُونَ

“And whosoever does not judge by all that Allâh has revealed, such are the Fâsiqûn”

(al-Mai’dah 5:47)

The rulers of Pakistan today are negligent in the highest order. The death of the one who neglects the Khilafah, which must be practically realized as a Bay’ah (Pledge of Allegiance) to a Khaleefah on the necks of the Muslims, is as the death of Jahiliyyah, such is the enormity of the sin. RasulAllah صلى الله عليه وسلم said,

«وَمَنْ مَاتَ وَلَيْسَ فِي عُنُقِهِ بَيْعَةٌ مَاتَ مِيتَةً جَاهِلِيَّةً»

“And whosoever dies without having a Bay’ah upon his neck (i.e. without a system of Bay’ah existing), dies the death of Jahiliyyah.”

Although the sin is greater upon the rulers, their neglect does not release us from the Obligation (فرض) of establishing the Khilafah. It is an unavoidable Obligation, with no choice or complacency in it and any neglect in performing this Duty is a great sin. No, certainly, the neglect of the rulers in implementing Islam over us is not their personal matter alone, for Islam has mandated upon us to speak against the unjust ruler and change our situation. RasulAllah صلى الله عليه وسلم said,

«أَفْضَلَ الْجِهَادِ كَلِمَةُ حَقٍّ عِنْدَ سُلْطَانٍ جَائِرٍ»

“The best Jihad is the word of truth before the unjust rulers” [an-Nisai].

Accounting the ruler is our matter, each and every one of us, and neglect of this duty is only inviting punishment to visit us. RasulAllah صلى الله عليه وسلم said,

«إِنَّ اللَّهَ عَزَّ وَجَلَّ لَا يُعَذِّبُ الْعَامَّةَ بِعَمَلِ الْخَاصَّةِ حَتَّى يَرَوْا الْمُنْكَرَ بَيْنَ ظَهْرَانَيْهِمْ وَهُمْ قَادِرُونَ عَلَى أَنْ يُنْكِرُوهُ فَلَا يُنْكِرُوهُ فَإِذَا فَعَلُوا ذَلِكَ عَذَّبَ اللَّهُ الْخَاصَّةَ وَالْعَامَّةَ»

“Allah will not punish the public people (general masses) because of the action of particular people until they see the Munkar (committed) in their midst, and they are able to Forbid it, but they do not denounce it. If they did so, then Allah would punish the particular people (Khassah) and the public (‘Aammah)). [Ahmad]
