Atrocities of the Russian Security Services

On 8th April 2011 Mansur Maratovich Sharipov was arrested by FSB officers on suspicion of participation in the political party Hizb-ut-tahrir which is illegal in the Russian Federation. He was placed in an investigatory isolation ward.

Sharipov, on remand in the isolation ward repeatedly raised complaints on infringements of his rights in custody and also against the investigative authorities.

On Tuesday 6th September 2011 a judge of Kirov district court of Ufa, accepted a complaint of Mansur Sharipov according to law No. 125 of the Russian Federation’s Criminal Procedural Code. The court ordered an inquest to eliminate violations committed against Sharipov during the investigation.

On Thursday 8th of September, Mansur Sharipov was tortured on the orders of a warden named Talalov.

The following report by the Public Monitoring Committee of the Republic of Bashkortostan details the case.

9th of September 2011

The Public Monitoring Committee of the Republic of Bashkortostan on realization of social control over securing of human rights in places of compulsory confinement, which also helps court prisoners, examined an application by V. Sharipova concerning the torture of Mansur Sharipov. It then made a special enquiry on the respect for human rights in the investigatory isolation ward. Pavel Nechaev and Dmitry Chuvilin are members of the commission.

Findings of the Commission

Mansur Sharipov, who was born on 3rd March 1988, is in investigatory isolation ward No. IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences of Russia in the Republic of Bashkortostan (located at Dostoevsky St. 39, Ufa). He is suspected of organization of extremist activities according to law No. 282 of the Russian Federation’s Criminal Сode. Mansur has bodily injuries to his head, neck, shoulders and wrists. Parts of his body from the waist down are just one big dark-violet and brown bruise. He hasn’t any underwear, his T-shirt is torn, and he can’t sit. It is difficult for him to breathe and he keeps his left hand below the left breast, where he complains of pain in this area.

According to Sharipov at 10am on 8th September 2011 he held a confidential meeting with his lawyer after which he was removed from the room and prevented any further meetings. During his removal an officer from the Chief Directorate of Federal Service for the Execution of Sentences (unknown name), came to Sharipov and orchestrated a situation in which Mansur accidently jostled an officer with his shoulder. After that other citizens waiting for meetings were taken away from the room and six officers from the Chief Directorate of Federal Service for the Execution of Sentences entered. They put handcuffs on Sharipov and moved him to the ward of next corps of isolation ward where he stayed for about 2 hours. Then the door of the ward was opened and he clapped eyes on Talalov, who is a chief of investigatory isolation ward No. IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences of Russia in the Republic of Bashkortostan, and some people in civilian clothes without shoulder straps who were in the corridor. Talalov ordered them to take measures concerning Sharipov after which the door was closed.

After a while 10-15 officers of CDFSES, among whom were officers Makoshin and Kostyukov entered the ward and began to beat Sharipov on the floor. Polischuk, a deputy chief for political indoctrination of investigatory isolation ward joined officers without participating in the beating but also without stopping it. Officers of CDFSES explained the beating by high level of activity of Sharipov in a lodge of complaints in various instances against officers of CDFSES and investigating authorities. Rubber truncheons were used and Sharipov was kicked for an hour. Then they put him to ward for making a haircut and made a violent hair-cut to Sharipov. They tried to make a foolish appearance for Mansur. Once again Sharipov blacked out during the haircut and the doctor was called. The doctor resuscitated Sharipov by using ammonia. After making a haircut Sharipov was placed in a room for personal inspection where he was beaten again. Officers of CDFSES took Sharipov’s trousers off and ordered him to write a document that he attacked an officer of CDFSES and also to sign the document about cooperation with the institution. They threatened him with sexual assault, by covering him with their excrements and by moving him to a ward for homosexuals. Sharipov wrote the documents, but explained to members of Public Monitoring Committee that he wrote them not by his handwriting and not with his signature.

Thereupon the officers of operation branch of CDFSES decided to move Sharipov to the ward where he wasn’t staying earlier. Sharipov specified that materials from the videotaping surveillance camera and the witnesses, which names he asked not to specify in the present document, can confirm worded materials. An interrogation of Sharipov was made together with Aufaz Kaskinbaev, an employee of Prosecutor General’s Office of the Republic of Bashkortostan. The application to the committee inquiry of the Prosecutor General’s Office of the Republic of Bashkortostan was made together with him.

Polischuk, a deputy chief for political indoctrination of investigatory isolation ward No. IЗ/1 of the Chief Directorate of Federal Service for the Execution of Sentences in Russia in the Republic of Bashkortostan (located on Dostoevsky St. 39, Oufa) refuted the assertions made by Sharipov. He said that events specified events did not take place.
