Honorable brother, Editor-in-chief of Akhir Ladha Newspaper – may Allah protect him
Assalamu Alaikum wa Rahmatullah wa Barakatahu,
Subject: Reply to Relations Secretary of the National Umma Party
We have read in your worthy newspaper Akhir Ladha dated Sunday, 29 Dhul Hijjah 1434 AH corresponding to November 3, 2013, Issue No. 2572, a statement by the foreign relations secretary of the National Umma Party, entitled “National Umma: Political Islam does not serve as a basis for international diplomacy”. In which he stated: “Najeib Al-Khair Abdel Wahab, Secretary of Foreign Relations, said yesterday in a statement to Akhir Ladha that the National Congress builds its diplomatic strategy in its relations with the countries on the basis of impressions, without regard to professionalism in dealing through a competent staff who manage the international diplomatic and foreign affairs. He added that the idea of political Islam does not serve as a basis for diplomacy with the international community.”
We felt a great deal of pain to hear such an assertion from a Muslim person, who is supposed to defend Islam and not undermine it. Based on our responsibility as Muslims toward Islam,
«كلكم على ثغرة من ثغور الإسلام فلا يؤتين من قبلكم»
“All of you are one frontier of Islam frontiers, be aware that Islam is not being attacked from your side”
I appreciate if you would publish the following reply:
Politics is to take care of affairs of the Ummah internally and externally, by the state and the Ummah. The state practically carried this out, and the state is held accountable by the Ummah. What concerns us in this issue is taking care of the affairs of the Ummah externally by the state; it is its relationship with other countries, nations and peoples and the spread of the ideology to the world. Understanding the foreign policy is essential to protect the Ummah and the state, and a fundamental issue for the protection of the entity of the Ummah and state, and a key point in carrying dawah to the world. The work must regulate the Ummah’s relationship with other nations properly.
Since the Islamic Ummah is committed to spread the Islamic call to all people, it is the duty of all Muslims to contact with the world aware of its surroundings, problems; aware of the aims of its state and people following the political actions that occur in the world. This is what Prophet صلى الله عليه وسلم and his successors had done. The Islamic dawah was the platform for foreign policy, and on this basis, the state relations with all other countries are built. Therefore, Prophet صلى الله عليه وسلم wrote letters to kings and presidents requesting them to enter Islam, and he prepared armies to battle the Romans, and he صلى الله عليه وسلم insisted on going despite of his illness which led to his death.
The relationship of the Islamic State with other leading countries is based on four considerations:
First: Leading nations in the Islamic world are considered as existing in one land. They do not fall under foreign relations, and relations with them are not considered as part of foreign policy; all must be unified in one nation. Allah Almighty says:
إِنَّ هَذِهِ أُمَّتُكُمْ أُمَّةً وَاحِدَةً وَأَنَا رَبُّكُمْ فَاعْبُدُونِ
“Indeed this, your religion, is one religion, and I am your Lord, so worship Me.”
(al-Anbiya: 92)
Therefore, the Islamic Ummah is one nation and its entity is one which is the Khilafah State,
“Bani Israil used to be ruled by prophets: Whenever a prophet died, another would take over his place. There will be no prophet after me, but there will be Caliphs who will number many …”[Sahih, Bukhari]
Second: Countries that have economic treaties, commercial treaties, friendly-term treaties or cultural treaties with us are in accord with these treaties. Islam permitted treaties, Allah Almighty says:
إِلَّا الَّذِينَ يَصِلُونَ إِلَى قَوْمٍ بَيْنَكُمْ وَبَيْنَهُمْ مِيثَاقٌ
“Except for those who take refuge with a people between yourselves and whom is a treaty or those who come to you”
(an-Nisa: 90)
The charter is a treaty, and Prophet Mohammad صلى الله عليه وسلم contracted treaties and committed to its own terms except those that violate Islam, for saying صلى الله عليه وسلم:
«… فَمَا بَالُ أَقْوَامٍ يَشْتَرِطُونَ شُرُوطًا لَيْسَتْ فِي كِتَابِ اللَّهِ مَا كَانَ مِنْ شَرْطٍ لَيْسَ فِي كِتَابِ اللَّهِ عَزَّ وَجَلَّ فَهُوَ بَاطِلٌ وَإِنْ كَانَ مِائَةَ شَرْطٍ كِتَابُ اللَّهِ أَحَقُّ وَشَرْطُ اللَّهِ أَوْثَقُ…».
“What about those people who stipulate conditions which are not in Allah’s Laws? Whoever stipulates such conditions as are not in Allah’s Laws, then those conditions are invalid even if he stipulated a hundred such conditions.”
Third: States that do not have any treaties with us, actual colonial states such as Britain, America and France, and states that covet our countries like Russia are considered as non-belligerent enemy states. All precautions regarding these countries should be taken, and it is not allowed to construct any diplomatic relations with them. Any one of these countries may assault the Muslim land in an actual attack. These countries seek to extend their control and influence in Muslim countries, and Allah سبحانه وتعالى warns us of letting the Kafireen (disbelievers) having control over us. Allah Almighty says:
وَلَنْ يَجْعَلَ اللَّهُ لِلْكَافِرِينَ عَلَى الْمُؤْمِنِينَ سَبِيلًا
“and never will Allah give the disbelievers over the believers a way [to overcome them].”
(an-Nisa: 141)
Although the verse came in an informing manner, but it is a request to not let Kuffar have control over us.
Forth: The belligerent countries such as “Israel” for example, a state of war should be the basis of all actions and treated as if we were with them in actual war whether there is a truce or not. It is a Kufr country occupying Muslim land, and jihad must be declared against it. Allah Almighty says:
يَا أَيُّهَا الَّذِينَ آمَنُوا قَاتِلُوا الَّذِينَ يَلُونَكُمْ مِنَ الْكُفَّارِ وَلْيَجِدُوا فِيكُمْ غِلْظَةً وَاعْلَمُوا أَنَّ اللَّهَ مَعَ الْمُتَّقِينَ
“O you who have believed, fight those adjacent to you of the disbelievers and let them find in you harshness. And know that Allah is with the righteous.”
(At-Tawba: 123)
Regarding the so-called international family which has been controlled by the few countries which are permanent members of the Security Council, and they have right of “veto”, It is not permissible for Muslims to participate in such organizations that are not based on basis of Islam. In fact, it was established on the basis to fight against the Islamic State. So we are forbidden from referring prosecutions in such organizations to the Taghout. Allah Almighty says:
أَلَمْ تَرَ إِلَى الَّذِينَ يَزْعُمُونَ أَنَّهُمْ آمَنُوا بِمَا أُنْزِلَ إِلَيْكَ وَمَا أُنْزِلَ مِنْ قَبْلِكَ يُرِيدُونَ أَنْ يَتَحَاكَمُوا إِلَى الطَّاغُوتِ وَقَدْ أُمِرُوا أَنْ يَكْفُرُوا بِهِ وَيُرِيدُ الشَّيْطَانُ أَنْ يُضِلَّهُمْ ضَلالاً بَعِيدًا
“Have you not seen those who claim to have believed in what was revealed to you, [O Muhammad], and what was revealed before you? They wish to refer legislation to Taghut, while they were commanded to reject it; and Satan wishes to lead them far astray.”
(an-Nisa: 60)
The diplomacy, which the dear brother spoke of, on the one hand, is the diplomacy of fraud, deception, lies, and to impose situations by force by the superpowers, particularly America. On the other hand, the diplomacy of the minor countries such as Sudan and the rest of the Muslim countries, it is a diplomacy of subservience, submissiveness, fear of Western colonial states, obedience in response to and submitting to the decisions of these countries even if they were against the interest of the Muslim Ummah which has always been the case. The separation of southern Sudan and the creation of the other regions in Sudan to further fragment us. And the recent economic decisions are an episode from the episodes of the conspiracy against Sudan through an interest-based International Monetary Fund (IMF).
The Islamic foreign policy when the Khilafah State is soon established on the method of the Prophethood, by the will of Allah, this type of foreign policy will not occur except that it will be based solely upon honesty, clarity, and justice even with our enemies.
And Allah is All-Knowing of our intentions – He is the One who guides to the Straight Path.
