Houthi’s Revolutionary Committees issued on Sunday 26/07/2015 Resolution No. 36 for the year 2015 to float prices of oil derivatives, allowing the private sector to import them and linking their selling prices to the global market prices according to the average purchase price during the previous month. The resolution also stated a hike of five riyals per litre of gasoline and diesel to finance the construction of a power plant and the funds for the project to be deposited in the Central Bank of Yemen. As well as to add for the benefit of the establishment of an oil terminal, for a period of twenty-four months, the amount of 1.6 riyals per litre of kerosene and 1.54 riyals per litre of diesel and 1.79 on a litre of benzene.

Commissions on the sale of oil derivatives to be unified as follows: handling and trading commission for oil companies is four riyals per litre of diesel and three riyals per litre of benzene, and for the filling stations, a commission of five riyals per litre on diesel and gasoline.

At the start of their revolution, Houthis raised the slogan to end the leaking of resources, which is a capitalist economic solution, and carried the banner of “The Quranic March”. However, today they are taking their economic solutions for Yemen from the capitalist economic system and not from the economic system in Islam, rather they are turning their backs to the Islamic solutions, renouncing it or in ignorance of it.

Oil and its derivatives, like other metals, are considered public property, where in Islam they are linked to the Islamic rulings (Ahkam Shariah), so let them (the Houthis) take these Ahkam and put them in application as our noble Prophet ﷺ did, including the case of Abyadh ibn Hammal Almarabi.

Tirmidhi narrated on the authority of Abyadh ibn Hammal narrated:

«أَنَّهُ وَفَدَ إِلَى رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ فَاسْتَقْطَعَهُ المِلْحَ، فَقَطَعَ لَهُ، فَلَمَّا أَنْ وَلَّى قَالَ رَجُلٌ مِنَ المَجْلِسِ: أَتَدْرِي مَا قَطَعْتَ لَهُ؟ إِنَّمَا قَطَعْتَ لَهُ المَاءَ العِدَّ، قَالَ: فَانْتَزَعَهُ مِنْهُ…»

“that he went to the Messenger of Allah ﷺ and asked him for assigning him (the mines of) salt as fief. So he assigned it to him as a fief. When he returned, a man in the meeting asked: Do you know what you have assigned him as a fief? You have assigned him the perennial spring water. So he took it back from him”, extracted by al-Tirmidhi.

So when the Prophet ﷺ learned that it is from the permanent metal that is never-ending he returned from assigning the fief for him, took it back from him, and prevented him to own it as a private property, because it is a public property, that means its ownership is shared by the community. These are some of the Islamic solutions in the aspect of economy, so all what those who rule the country have to do is to take them and implement them, instead of denouncing the failure of the economic solutions of those who ruled before them, but then catching up with them when the rule came to them, this is shameful on them. He says:

أَتَأْمُرُونَ النَّاسَ بِالْبِرِّ وَتَنسَوْنَ أَنفُسَكُمْ وَأَنتُمْ تَتْلُونَ الْكِتَابَ أَفَلاَ تَعْقِلُون

“Do you order righteousness of the people and forget yourselves while you recite the Scripture? Then will you not reason?”

(Al-Baqara: 44)

These fees on fuel which are imposed by the resolution to fund a power plant and the establishment of an oil terminal are only an evasion of the state to do its duty in taking care of people’s Affairs, so the surprise came by a decision to impose on the people fees to fund the establishment of these projects that are at the core of the duties of the state. People have become mere customers who are sold their own wealth that originally belonged to them. It is also an obvious trick to install new potion on the prices of oil derivatives, for oil is a local product so why it is sold to people at the global price!!!?

Why do the necks of politicians in Yemen are twisted towards the West to solve its problems though they see it today at an imminent fall after less than 230 years from the emergence of the capitalist ideology due to its of wrong solutions to human problems which replaced solutions from the Creator with solutions from the creatures?

The solution for the people of Yemen, as it is for the rest of the Muslims, is to take the solutions for all human political, economic and social problems and other from Islam, and this can only be in the Khilafah State on the method of the Prophethood and not by following the West «شبراً بشبر وذراعاً بذراع حتى لو دخلوا جحر ضبٍّ»  “…span by span and inch by inch even if they entered a hole of a lizard.”, as the Messenger of Allah ﷺ warned us.

O people of Iman and wisdom: Hizb ut Tahrir/ Wilayah Yemen invites you to the arbitration of your Lord’s law amongst you, to discard the capitalist ideology and its patching solutions, and to work with Hizb ut Tahrir to establish the Khilafah on the method of the Prophethood that will solve all your problems that inflict you, for its time has come. Hudhayfah may Allah be pleased with him narrated that: The Messenger of Allah ﷺ said:

«تَكُونُ النُّبُوَّةُ فِيكُمْ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ خِلاَفَةٌ عَلَى مِنْهَاجِ النُّبُوَّةِ، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ مُلْكًا عَاضًّا، فَيَكُونُ مَا شَاءَ اللَّهُ أَنْ يَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا، ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً، فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ، ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا،ثُمَّ تَكُونُ خِلاَفَةً عَلَى مِنْهَاجِ النُّبُوَّةٍ. ثُمَّ سَكَتَ».

“Prophethood will last with you as long as Allah wants it to last. Then there will be Khilafah according to the method of Prophethood, and it will last for as long as Allah wishes, then He will lift it if He wishes. Then there will be hereditary rule, and it will last for as long as Allah wishes, then He will lift it if He wishes. Then there will be an oppressive rule, and it will last for as long as Allah wishes, then He will lift it if He wishes. Then there will be Khilafah according to the method of Prophethood.” Then he ﷺ fell silent.”

ويومئذٍ يفرح المؤمنون * بنصر الله ينصر من يشاء وهو العزيز الرحيم

“And on that Day, the believers will rejoice (at the victory given by Allah to the Romans against the Persians), With the help of Allah, He helps whom He wills, and He is the All-Mighty, the Most Merciful.”

(Ar-Rum: 4)
